Change of use of redundant farm buildings to light industrial use Class B1(c) with associated parking. RESOLVED that the application be referred to Development Control Committee with a recommendation to REFUSE permission for the following reasons:-
      1. The site is situated in a quiet rural area served by narrow country lanes in an area within the countryside beyond the Green Belt and within an Area of Great Landscape Value. The level and type of traffic that would be generated by the development would have a materially adverse effect on the quiet character and amenity of the area which is used by pedestrians, cyclists and horse riders. The development would be contrary to Policies EN1, MT2, PE3 and PE7 of the Surrey Structure Plan 1994, Policies LO4, SE8 and DN2 of the Surrey Structure Plan (Deposit Draft) 2002, and Policies C2, C3, D1, RD7, RD8 and M2 of the Waverley Borough Local Plan 2002.

      2. The road network in the area, comprising narrow country lanes, is unsuitable for the level and type of traffic that would be generated and the proposal would have a materially adverse effect on highway safety, the free flow of traffic and convenience of road users. The development would materially affect the safety and convenience of other road users including pedestrians, cyclists and horse riders. The development would be contrary to

            1. The proposed development comprises an undesirable overdevelopment of the site out of keeping with and detrimental to the character of the area and detrimental to the amenity of surrounding residents by reason of its scale, design, size, density and type of accommodation.

            2. The proposed level of parking would be inadequate which would result in parking on the highway and would be detrimental to the amenity of surrounding residents. The proposal would therefore be contrary to Policy PE10 of the surrey Structure Plan 1994, Policy SE4 of the Surrey Structure Replacement Plan (Deposit Draft) 2002, Policy D1 and D4 of the Waverley Borough Local Plan 2002.
