A. EXECUTIVE COMMITTEE – FOUR-MONTH ROLLING PROGRAMME

Your Committee has received and noted the four-month rolling programme of key decisions due to be adopted by the Executive Committee on 13th November.

C. DRAFT CAPITAL PROGRAMME 2002/2003

C.1 General Fund

Your Committee has received the report on proposals for the draft 2002/2003 Capital Programme and the revised 2001/2002 Capital Programme and has conveyed its views to the Executive Committee.


C.2 Housing Revenue Account and LA SHG

Your Committee has received the report on proposals for the draft 2002/2003 Housing Revenue Account and LA SHG Capital Programmes and the revised 2001/2002 programmes. It has conveyed its views to the Executive Committee.

D. DRAFT REVENUE ESTIMATES 2002/2003

D.1 General Fund

Your Committee has received the report on the draft Revenue Estimates (General Fund) for 2002/2003 and has conveyed its views to the meeting of the Executive Committee on 4th December, when initial consideration will be given to the draft Budget for 2002/2003.

D.2 Housing Revenue Account

Your Committee has received the report on the draft 2002/2003 Housing Revenue Account estimates and the 2001/2002 revised estimates and has passed to the Executive Committee its serious concerns over the likelihood of significant average rent increases in 2002/2003 as a result of the Government’s new subsidy system.

E. MATCHED FUNDING PROVISION : ROUND 5 APPLICATIONS 2002/2003

Farnham Hale and Heath End]

Your Committee has received a report on this matter and has considered the two applications coming within its remit, i.e. DisCASS “On the Road”, Godalming and ICANIT, Sandy Hill, Farnham. Its views have been conveyed to the Executive Committee i.e. not to accede to the request for grant from DisCASS at this stage, but to support the application from the latter organisation.

F. SPONSORED ORGANISATION SCHEME – CONSIDERATION OF FUNDING APPLICATIONS 2002/2003

Your Committee has received a report on this matter and has considered the grant applications under the Sponsored Organisation Scheme. It has supported the recommended grant sums as listed in the report, but has raised concerns over the lack of any inflation factor. Its views have been conveyed to the Executive Committee.

G. RENT RESTRUCTURING AND HOUSING REVENUE ACCOUNT SUBSIDY

Your Committee has considered a report outlining the Government’s proposals to introduce a new rent regime from April 2002 and associated proposed changes to the Housing Subsidy System, as published in a recent consultation paper. The Committee’s views have been conveyed to the Executive Committee, including its serious concerns over the likelihood of significant average rent increases next year.


H. PROCUREMENT STRATEGY

Your Committee has considered a report on this matter and has conveyed to the Executive Committee its support for the general principles of a comprehensive Procurement Strategy and the suggested framework for achieving this.

I. BEST VALUE – PERFORMANCE INDICATORS AND TARGETS

Your Committee has considered a report on this matter and has advised the Executive Committee that the suggested targets for the housing service in 2002/2003 be approved.

J. BEST VALUE IN HOUSING : PROPOSED CHANGES TO THE PROGRAMME OF FUNDAMENTAL SERVICE REVIEWS

Your Committee has considered a report proposing changes in the remainder of the five-year programme of Housing Best Value Fundamental Service Reviews and has commended to the Executive Committee:-

(i) the revised programme of reviews for Years 3 and 4; and

(ii) the continuance of the specific Housing Revenue Account Best Value budget.

K. MEALS-ON-WHEELS BEST VALUE REVIEW – PROGRESS ON ACTION PLAN

Your Committee has considered a report on progress to date on the Meals-on-Wheels Best Value Review and has advised the Executive Committee that the draft eligibility criteria relating thereto should be adopted.

L. DISABLED ADAPTATIONS TO THE COUNCIL’S HOUSING STOCK : PROGRESS ON BEST VALUE ACTION PLAN

Your Committee has considered a comprehensive report on progress to date in relation to the Best Value Review on Disabled Adaptations. It has conveyed to the Executive Committee its support for such aspects as a draft policy and criteria (subject to the necessary consultation process), tendering for the Specialised Measured Term Contract for “flush floor showers”, and approval of the involvement of the Haslemere Bathing Service.

M. DISABLED ADAPTATIONS – PROPERTY IN HASCOMBE
[Ward Affected: Busbridge,
Hambledon and Hascombe]

Your Committee has given consideration to a specific case for a scheme to aid a disabled tenant. However, it has decided not to support the recommendations contained in the report and advised the Executive Committee meeting on 13th November accordingly.


N. WAVERLEY COMMUNITY TRANSPORT INITIATIVE – PROGRESS REPORT
[Wards Affected: All]

N.1 Your Committee has considered a report which advised of progress being made in respect of:-

the creation of an independent Community Transport body for Waverley

applications to outside bodies for funding

appointment of a Rural Transport Partnership Officer

an action plan for the development of Community Transport in Waverley.

N.2 It has agreed that:

1. the progress being made in relation to Community Transport in Waverley be noted;

2. the success in funding applications made thus far be welcomed; and

3. officers be invited to report further on the financial implications once the Waverley Community Transport Business Plan has been compiled and approved.

O. HOUSING REVENUE ACCOUNT – PLANNING MAINTENANCE AND IMPROVEMENTS TO THE HOUSING STOCK – YEARS 2-5

Your Committee has considered a report on this matter and has conveyed to the Executive Committee its views that the proposals for a programme of work for the next four years to deal with backlog repairs be adopted, subject to the availability of resources, and that the working surplus of resources in the current year be utilised for Disabled Adaptations.
