DRAFT TRAFFIC ORDERS FOR THE HINDHEAD TUNNEL AND A3 ISSUED BY THE HIGHWAYS AGENCY
(Agenda Item 5, Appendix A)
The draft Traffic Orders for the Hindhead Tunnel and A3 were published by the Highways Agency on 23rd October 2003. The Committee had held a site inspection, then a special meeting to listen to representations from interested parties on 23rd October at Haslemere Museum Lecture Hall. The report which was considered at this meeting was based on the information received at the first meeting.
The specific draft Orders on which the Borough was being consulted were:-
1. The A3 Trunk Road (Hindhead) Order 200 (route of the new main road).
2. The A3 Trunk Road (Hindhead) Slip Roads Order 200 (slip roads off the junctions).
3. The A3 Trunk Road (Hindhead) Detrunking Order 200 (detrunking of sections of the existing A3).
4. The A3 Trunk Road (Hindhead) Side Roads Order 200 (work to the side roads).
5. The A3 Trunk Road (Hindhead) Side Roads No. 2 Order 200 (closing of existing A3).
The Committee agreed with the scheme in principle and raised no formal objection to any of the five orders but agreed that the following observations should be passed to the Executive:-
With regard to the orders listed at 1 – 4 above, the Committee recommended that Waverley raise no formal objection, but should express continued concern about traffic management and road safety issues surrounding the slip roads and side roads that adjoin the scheme, particularly the Boundless Road and Hazel Copse junctions.
Following a detailed discussion regarding the closure of the old A3, listed at Order 5 above, the Committee considered closely the continuing needs of cyclists and other recreational users. The Committee was in favour of the closure of the old A3 to vehicular traffic and raised no formal objection to the Order. However, the Committee requested that consideration be given to the possibility of part of the width of the A3 remaining open as a suitable surface for non-vehicular traffic, if no other satisfactory alternative proposals for such users are put forward.
STATEMENT OF PRINCIPLES FOR THE HINDHEAD AREA
(Agenda Item 6, Appendix B)
The Committee received a report outlining the background to the Statement of Principles produced by the main organisations concerned with the future of the Hindhead area.
RESOLVED that it be proposed to the Executive that the Statement of Principles be endorsed.
