GENERAL FUND CAPITAL PROGRAMME 2003/2004

Introduction
1. Initial proposals for the 2003/2004 Capital Programme, together with comments from the Overview and Scrutiny Committees, were considered by the Executive on 10th December 2002. The Executive made a number of amendments in order to bring the Programme in line with the resources available. These amendments were considered by the Overview and Scrutiny Committees in January and they had no specific observations to make.
Draft 2003/2004 Capital Programme
2. The amended proposals for the 2003/2004 Capital Programme are in line with the resources available within Waverley’s Financial Strategy. The proposed programme is shown in detail at
Annexe 1
.
3. The Information Technology programme is in accordance with Waverley’s statement under the Implementing Electronic Government Initiative, which was agreed by the Executive on 28th August 2001. Waverley has been awarded a grant of £200,000 for 2002/2003 to facilitate the implementation of this initiative and further grant of £200,000 for 2003/2004 has now been confirmed.
Matched-Funding
4. Currently, the Capital Programme includes an overall annual provision of £300,000 for Matched-Funding schemes. It is now clear that a balance of £300,000 will also be available in the Matched-Funding Provision for 2003/2004. However, this provision has been reduced by £5,000 with a corresponding increase in the amount available for sponsored organisations, in line with recommendations by the Executive. The continuation of the annual provision for Matched-Funding beyond 31st March 2004 will be subject to additional resources being allocated for this purpose.

Conclusion
6. The Executive accordingly
RECOMMENDS that:
1. the General Fund Capital Programme for 2003/2004 as shown at Annexe 1 be approved; and
2. the financing proposals as shown at Annexe 2 be approved.
