QUESTIONS FROM MEMBERS OF THE PUBLIC
To answer the following question received in accordance with Procedure Rule 10:-
from Mr Jerry Hyman, Secretary of CEASE
“Regarding Public Consultation and the proposed CNS ‘East Street’ development, please allow a brief background and ask of the Portfolio Holder:
In 2003, CEASE surveyed the attendees of the 8 CNS exhibitions and found overwhelming concern that the proposals were excessive, that the Woolmead should be included, and that our roads must be sorted first - and we can provide the evidence. In 2004, East Street Action presented WBC with a Petition opposing the scheme containing 1,913 names and addresses.
Members might be led to believe that the Farnham public want you to “get on with” providing a scheme that (1) features a car park entrance ramp in a big hole right outside Falkner Court’s front door (and on the historic flood level) and (2) creates a titanic and perhaps outmoded block, D20, that contains at least EIGHTY (affordable?) flats on the two upper floors.
The proposals require the sacrifice of Brightwell Gardens and Bowling Green, Borelli Walk, six acres of land at Riverside, our theatre (for a pointless bit of pavement), and part of Farnham Park (for a 285-500 space car park). Alternative proposals cannot be unveiled until the long-stop date (Dec 31st?) has passed.
Our question now is,
“Does the Portfolio Holder have any evidence that would justify (and quantify) recent claims that there are other people in Farnham that, with full knowledge of the proposals before us, would still stand up and endorse the progression to the Planning stage and construction?
We cannot find any, so would you please investigate the true level of public support and report back, with the evidence, before the required Approval to proceed to Planning (now delegated to Officers) is considered?”
To answer any questions received from Members of the Council in accordance with Procedure Rule 11.2.
