Resource and legal implications:

The report identifies that the Committee has the resources to undertake two in-depth reviews in the current Council year. However, the report recommends the addition of a third such review to the work programme and suggests that one review be deferred so that the workload remains within existing resources. There are no legal implications arsing from the content of this report.

Committee Work Programme

At its meeting of 7th July 2003, when considering items suitable for in-depth review, this committee agreed to place the following items on its work programme:
a) Fly-tipping and business waste in Waverley
b) Provision of a stand-alone theatre in Waverley
c) Youth facilities, particularly rural areas
d) Car-parking provision, car park design and size of bays.

Officers advised the Committee that resources would allow no more than two in-depth reviews to be conducted in the course of a year. Consequently the Committee agreed to commence reviews of the first two items listed above and scoping reports for these two items are on this agenda (at Appendices C & E). The third item – Youth facilities - was to be held in reserve and reconsidered when the Committee looks at its work programme for next year. The fourth item is dealt with by means of a paragraph of explanation elsewhere on this agenda.

During the course of the summer a new issue suitable for in-depth review by this Committee has been identified. That issue is the A3 Hindhead Improvement and a scoping report is included on this agenda (at Appendix D). However, this item has not been formally accepted on to the Committee’s work programme and the Committee is asked now to place this item on the work programme.

With a new item this Committee would have three in-depth reviews on the work programme for the current year. As indicated previously the Committee has resources to undertake only two such reviews and members are asked to consider deferring one of the reviews until next year. The scoping report on the A3 Hindhead Improvement indicates a degree of urgency in completing that review – therefore members might like to consider deferring either the review of fly-tipping and business waste or the review of a stand-alone theatre.

Resources

Waverley’s three Overview and Scrutiny Committees have two officers who are designated to give specific support to those Committees. This support is in addition to that the Committees receive from Committee Services and departmental officers. Each of the designated Overview and Scrutiny Officers allocates ten hours a week (averaged over time) to overview and scrutiny work and it is considered that, within this allocation, it is feasible for this Committee to undertake two in-depth reviews in the current Council year. Three in-depth reviews are not feasible.

Recommendation

It is recommended that:

1. the Committee agree to add the A3 Hindhead Improvement to its work programme; and
2. the Committee agree to defer either the review of fly-tipping and business waste or the review of a stand-alone theatre.
