These works will be carried out within the provisions of the HRA Major Repairs Allowance Capital budget for 2003/04.

1. During 1999 it was identified that the footbridge that links Moat Lodge, Parsonage Road, Cranleigh to St Nicholas’s Church was in an unsafe condition and should be taken out of use in order to prevent collapse and possible injury. In order to maintain the pedestrian access which the footbridge formed part of, a temporary footbridge was constructed nearby and is now in use, with a view to the existing bridge being repaired or replaced.

2. Due to the condition and original design of the existing bridge it is uncertain that a repair will be possible. The Planning Department and Historic Buildings Officer advise that, as the bridge is adjacent to the church and may have been within its curtilage prior to the church being listed, it should be treated as a Grade II* Listed Building. The demolition and replacement of the bridge will therefore require listed building consent and planning permission.

3. Within the HRA Major Repairs Allowance Capital budget for 2003/04, money has been identified to carry out the repair or replacement of the Moat Lodge Footbridge. (Exempt) Annexe 1 sets out the budget identified for this work.

4 Copies of the plans showing the work will be displayed prior to the meeting.

Recommendation

It is recommended that a first resolution in accordance with the Regulation 3 of the Town and Country Planning Act (General) Regulations 1992 be made to allow any necessary planning and listed building applications to be submitted for the repair or replacement of Moat Lodge footbridge.
