Summary & Purpose
The purpose of this report is to:-

E-Government implications:

The ODPM’s annual IEG Capital Grant is a key component of the Government’s strategy for the electronic delivery of public services.

Resource and legal implications:

The Council received a capital grant of 150,000 from the ODPM for the financial year 2005/06 to invest in the implementation of e-Government.


Achieving the e-Government targets set by the ODPM will have a specific impact on staff resource in the IT Section and a wider impact, with respect to implementation and training, on all staff supporting and delivering the services involved.



IEG Capital Grant

1. The Council submitted a claim for the 2005/06 IEG grant before the deadline of 4th July 2005. The grant of 150,000 was received from the ODPM on 14th September 2005.

2. As with the IEG capital grant for 2004/05, eligibility for the grant for this financial year was dependent upon the Council’s making progress with respect to delivering a list of specific e-Government targets for the delivery of priority service outcomes and agreeing to certify that the grant would be spent on “achieving e-government by 2005”. The ODPM has advised that failure to use the grant to deliver these targets may require repayment of the grant.

3. Although the Council has been working towards achieving the Government’s target of 100% electronic delivery of appropriate services by December 2005 it has also employed the principle of cost-effectiveness in determining its investment in e-Government.

4. The need, therefore, to align the desire to exploit the implementation of IT to improve efficiency and the requirement to deliver the e-Government targets has been reflected in the revised IEG capital programme for 2005/06 outlined below.

5. It should be noted that, although Government funding does afford the Council the opportunity to invest in the technology required to improve customer service, the implementation of that technology by the ODPM’s deadlines (December 2005 for “required” priority outcomes and March 2006 for “good” and “excellent” priority outcomes) will have a significant impact on staff resource, in particular those staff with ICT skills. This pressure has been exacerbated by the late announcement and delivery of the grant.

6. Finally, the Council’s progress in delivering the ODPM’s list of specific e-Government targets will be continuously monitored by the ODPM via the requirement for Local Authorities to submit regular IEG returns. The Council has already submitted IEG4.5, which was approved by the 12th July 2005 meeting of the Executive, and will have to submit further IEG returns in December 2005 (IEG5) and April 2006 (IEG6).

Electronic Government for Customer Services – 2005/06 Capital Programme

7. Although the size of the IEG grant for 2005/06 (150,000) was made known well in advance, the fact that it is 200,000 less than the grant received in 2004/05, plus the fact that it will be the last such grant made by the ODPM, has resulted in officers giving priority to targeting expenditure on the implementation of, or the completion or enhancement of, IT systems that will improve efficiency in the delivery of services to Waverley’s residents and customers. A copy of the revised IEG capital programme for 2005/06 is attached at Annexe 1.

8. A brief summary, outlining each of the projects included in the 2005/06 capital programme and identifying the relevant priority service outcomes where appropriate, is attached at Annexe 2.

9. The funding of the Council’s investment in information and communications technology in future financial years will be addressed as part of the budget process for 2006/07 and a business case made for the development of each one in the context of the Council’s strategy following a decision on the future of Housing management.

Recommendation

That the Executive recommends the revised capital programme for 2005/06 for Electronic Government for Customer Service for approval by the Council.
