Question from Mrs Anne Cooper:
“Would the Committee agree that Waverley’s Cultural Strategy for theatre should now be reviewed to take account of new information? Its present policies are based on decisions taken in 1999 and on the information available at that time. If such a review has taken place recently, can the reasons for keeping to the present policies be made public?”

FORWARD WORK PROGRAMME

5. EXECUTIVE FOUR-MONTH ROLLING PROGRAMME

To receive an updated Four-Month Rolling Programme of key decisions, which was considered by the Executive at its meeting on 6th September 2005, attached as Appendix A.

6. COMMITTEE WORK PROGRAMME: IN-DEPTH REVIEWS
[Wards Affected: N/A]
6.1 Work Programme

It was agreed at the meeting on 14th March 2005 that the items to be included on the work programme for 2005/06 for in-depth reviews would be:-

(i) Exploring current issues regarding mobile phone technology;

(ii) Surrey County Council Highways Department input into development control decisions. [Note: The Modernising Planning SIG has also expressed an interest in this issue and would like an opportunity to be involved in the review]. (iii) Haslemere Museum - (reserve item) 6.2 Exploring current issues regarding mobile phone technology

To receive an oral update on the progress of this in-depth review.

PERFORMANCE MANAGEMENT

7. BVPIs AND LOPIs – FIRST QUARTER OF 2005/6
[Wards Affected: ALL]
1. considers the information presented in this report and draws the Executive’s attention to any specific issues it sees fit; and

2. considers if it wishes to add any new indicators to the list to be monitored during the year.

BUDGET ISSUES

8. SPONSORED ORGANISATION SCHEME 2006-2007 GRANT ELIGIBILITY, CRITERIA AND TIMETABLE

The report attached at Appendix C invites the Committee to consider the grant eligibility, criteria and timetable for assessing applications for the Sponsored Organisation Scheme in 2006/7.

Recommendation

Members are asked to agree any observations to be passed to the Executive.

9. COMMUNITY PARTNERSHIP FUND
1) Whether the Community Partnerships Fund should be continued in 2006/07; 2) The Application Guidance for the Community Partnerships Fund, 2006/07, including grant criteria and project eligibility, as set out in Annexe 2; 3) The proposals for continuing the Area Partnership Groups to assist with the grant assessments as detailed in paragraph 11;

4) The proposed timetable for grant awards in 2006/07, as set out in Annexe 3 be approved; and

5) For the 2006/07 bidding round, projects, which improve services and facilities for young people, may be given priority over other types of projects.

OVERVIEW ISSUES

10. UPDATE ON OUTSIDE BODIES REVIEW

The Review is making steady but slow progress. Approaches have been made to neighbouring Borough Councils and Surrey County Council for more details on any corresponding surveys and useful information has been received to date from Mole Valley and Runnymede Borough Councils.

Having sent questionnaires to 54 out of the total 90 organisations with which Waverley has appointed representatives, 30 have been returned, with 24 currently outstanding that will need to be followed up at the end of the holiday season. However, completed questionnaires have so far been received from only 20 Member and Waverley representatives who were invited to take part. Until there is a more representative feedback, it will not be possible to draw firm conclusions from the survey and therefore all Overview and Scrutiny Committees are asked to remind their members to complete and return questionnaires as a matter of urgency and, in any case, by Monday 3rd October. Inevitably the delay has had an effect on the review timetable and it is now anticipated that the full report will be tabled early in the New Year with a possible interim report in the November cycle.

Recommendation

The Committee is asked to note progress so far.

11. RESPONSE TO THE CONSULTATION ON THE LOCAL DEVELOPMENT FRAMEWORK – DRAFT CORE STRATEGY PRINCIPLES

The Local Development Framework draft Core Strategy Option and Policies document was subject to formal public consultation between 27th June and 19th August 2005. The period of consultation has been extended and also included a Poll of 10,000 people and a survey of the Citizen’s Panel. The report attached at Appendix E is an interim report to give an indication of the nature of the responses received so far. A further schedule will be circulated before the meeting setting out the remaining responses.

Recommendation

1. that the Committee forward its comments on the representations to the Executive. 2. that the proposed timetable be noted

12. ANNUAL REVIEW report

This report attached at Appendix F details the work undertaken by the Environment and Leisure Overview and Scrutiny Committee over the municipal year 2004/5.

13. a NEW DEVELOPMENT MANAGEMENT COMMITTEE SYSTEM

14. DECRIMINALISED PARKING ENFORCEMENT
[Wards Affected: ALL]

Recommendation

That:-

1. the Environment and Leisure Overview and Scrutiny Committee supports the Executive’s resolutions;

(i) to advise Surrey County Council that it is prepared to manage the enforcement of decriminalised on-street parking enforcement in the Borough of Waverley on condition that SCC funds the provision of four full-time equivalent Parking Attendants and the appropriate level of supporting management, administrative and Notice processing staff; and (ii) that the Director of Environment and Leisure and Head of Legal Services be authorised to agree the detailed terms and conditions of an Agency Agreement for the management by Waverley Borough Council of Decriminalised Parking Enforcement in the Borough of Waverley;

2. any other observations of the Committee are reported to the Executive for consideration at its meeting of 11th October 2005.

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (to be identified, as necessary, at the meeting).
