Summary and purpose:

This report sets out the background to the operation of Overview and Scrutiny Committees as set out in the Council’s Constitution, the terms of reference of the Environment and Leisure Overview and Scrutiny Committee and the areas of work that fall within its remit. The purpose of the report is to provide information on the scope of the Committee’s responsibilities to assist with the process of determining its future work programme.

1. The constitution states that the Overview and Scrutiny Committees will be responsible for setting their own work programmes within the overall framework set by the Council and, in doing so, it shall take
into account the wishes of members on the Committee who are not members of the largest political
group on the Council. The Council may wish to decide what policy reviews or key issues should be of priority for each Committee in the coming year.

General role

2. Article 6 of the Council’s Constitution defines the general role of Overview and Scrutiny Committees
and states that within their terms of reference, Overview and Scrutiny Committees will:-

(i) review and/or scrutinise decisions made or actions taken in connection with the discharge of any of the Council’s functions;

(ii) make reports and/or recommendations to the full Council and/or the Executive and/or any policy, joint or Waverley Area Development Control Sub-Committees in connection with the discharge of any functions;

(iii) consider any matter affecting the area or its inhabitants; and

(iii) exercise the right to call-in, for reconsideration, decisions made but not yet implemented by the Executive and/or any policy or area committees.

Environment and Leisure Overview and Scrutiny Committee - Terms of Reference

3. The Environment and Leisure Overview and Scrutiny Committee is responsible for performing the overview and scrutiny role in relation to the following main functions:-

(a) Environmental matters including refuse collection, recycling, environmental cleaning; animal
control, public conveniences and inspection and preventative measures; (b) Local Agenda 21; (c) Car Parks; (d) Planning and major developments, historic buildings; (e) Land Charges; (f) The Local Plan; (g) Building Control; (h) Street naming; (i) Economic development, business liaison and tourism; (j) Transport; (k) Cultural Services – arts; museums etc; (l) Leisure Centres, sports and open spaces including Borough and Memorial Halls; and (m) Youth.

Recommendation

It is recommended that the report be received.
