Erection of 134 dwellings on land between Manor Road and Guildford Road; construction of new roads, provision of car parking and ancillary works following demolition of certain existing buildingsRecommendation to GRANT reserved matters accepted subject to the applicant entering into an appropriate supplemental legal agreement within 6 months (all costs including those of the Council to be borne by the applicant) to:

Commission and contribute 15,000 towards public art on site plus associated installation and maintenance costs, with the design to be submitted to and approved by the Local Planning Authority;
revise the affordable housing mix replacing three bedroom social rented flats with two bedroom social rented flats; and
contribute 53,600 towards off-site equipped play space before occupation of the 40th Open Market Unit

And subject to the additional conditions:
      8. Prior to commencement of any works on site, details of any services to be provided or repaired including drains and soakaways, on or to the site, shall be submitted to and approved by the Local Planning Authority in writing and shall be carried out as shown. This requirement is in addition to any submission under the Building Regulations. Any amendments to be agreed with the Local Planning Authority in writing.
Reason
      In the interests of the long term health of the trees concerned and in order to protect the character and amenity of the area and to accord with Policy SE9 of the Surrey Structure Plan 2004 and Policies D4, D6 and D7 of the Waverley Borough Local Plan 2002.

      9. A landscape management plan, including long term design objectives, management responsibilities and maintenance schedules for all landscape areas, other than small, privately owned, domestic gardens, shall be submitted to and approved by the Local Planning Authority prior to the occupation of the development or any phase of the development. The landscape management plan shall be carried out as approved.
Reason
      To safeguard the character and amenity of the area and to accord with Policy SE4 of the Surrey Structure Plan 2004 and Policies D1 and D4 of the Waverley Borough Local Plan 2002.
      10. Before Plots 1-26 hereby permitted are occupied, details shall be submitted to and approved by the Local Planning Authority setting out the means of sound insulation proposed. Such sound insulation measures, which shall include the provision of insulation to party walls and in the sub-floors between the flats which are approved, shall be implemented before the first occupation of the flats.

      Reason
      In order to safeguard the amenities of occupants of the new dwellings and to accord with Policies D1 and D4 of the Waverley Borough Local Plan 2002.

And conditions 5 and 7 being replaced with the following:
      5. The evacuated tube solar water heating systems shall be installed and become operational in accordance with the submitted details upon the first occupation of the development and be retained and maintained for a period of 5 years. Thereafter to maintain the existing technology or replace with alternative renewable technology which would meet at least 10% of the energy consumption on site.
      7. None of the dwellings hereby permitted shall be occupied until a street lighting scheme has been submitted to and approved by the Local Planning Authority. The lighting shall then be installed and become operational in accordance with the approved details, prior to the occupation of the development and be retained thereafter.
