Summary and purpose:

The purpose of this report is to present the Corporate Strategy 2005 and beyond to this Committee before it is formally considered by the Executive on 7th December. Members are invited to submit comments on the Council’s aims and objectives to the Executive.

Quality of life implications – social, environmental & economic (sustainable development):

The Corporate Strategy outlines the Council’s Vision, Aims and Objectives; working towards these aims and objectives will make a positive contribution to all aspects of quality of life.

E-Government implications:

Once agreed Waverley’s Corporate Strategy will be published on the Council’s website in the autumn.

Resource and legal implications:

Being explicit about the Council’s Corporate Strategy is good practice and the staff time and other costs associated with publishing a Corporate Strategy are contained within existing budgets.

Corporate Strategy

1. On 16th December 2003, the Council agreed its aims and objectives and list of priorities. Those documents formed the basis of the Council’s Corporate Plan for 2004/05. The corporate planning process is cyclical and on 20th July 2004 the Council agreed draft aims and objectives for 2005 and beyond. The Council also agreed that Waverley’s Citizens’ Panel should be consulted on the draft aims and objectives.

2. During the first two weeks of September eight focus groups were held with members of the Citizens’ Panel, these groups were facilitated by Surrey Social & Market Research (SSMR). Two groups were held in each main centre of population: Farnham, Godalming, Haslemere and Cranleigh; a total of 64 residents took part in the groups. A summary of SSMR’s feedback from the focus groups is attached at Annexe 1.

3. In informal meetings, the Executive has considered the feedback from the Citizens’ Panel, and other factors, and has redrafted the aims and objectives – the Executive’s final draft is attached at Annexe 2. The Executive will consider formally these aims and objectives on 7th December before the Council considers the strategy on 14th December 2004.

4. This Committee is invited to agree any comments or observations on the aims and objectives (attached at Annexe 2) to be passed to the Executive on 7th December 2004.

Recommendation

It is recommended that members agree any comments or observations on the aims and objectives, as set out at Annexe 2, to be passed to the Executive on 7th December 2004
