Summary & Purpose
At the meeting of this Committee on 24th May 2004, it was agreed that, as part of its ongoing review of Planning, it wished to monitor performance against the best value performance indicators (BVPIs) that measure the speed with which Waverley decides planning applications. This report gives details of performance against those BVPIs for the quarter ending 30th June 2004. The data shows an improvement in performance.

Background

On 24 May 2004 this Committee agreed to the regular monitoring of the three best value performance indicators (BVPIs) that measure the speed with which the authority decides planning applications.

These BVPIs are:
BVPI 109 a - Percentage of planning applications determined in line with the Government's new development control targets to determine 60% of major applications in 13 weeks. (Where a major development is defined as being ten or more dwellings and commercial and/or industrial development in excess of 1000 m2.)

BVPI 109 b - Percentage of planning applications determined in line with the Government's new development control targets to determine 65% of minor applications in 8 weeks. (Where a minor development is defined as being nine or fewer dwellings and commercial and/or industrial development less than 1000 m2.)

BVPI 109 c - Percentage of planning applications determined in line with the Government's new development control targets to determine 80% of other applications in 8 weeks. (Where other applications are effectively householder and other miscellaneous applications – this makes up 70% or so of our workload.)

Waverley’s Performance

The table below shows Waverley’s performance for the first quarter of 2004/05 compared with the annual figures for 2002/03 and 2003/04.


The graphs in Annexe A show the quarterly data for each of the three indicators over the last five quarters.

Recommendation

It is recommended that this Committee notes the report and agrees any observations to be forwarded to the Executive.
