To confirm the Minutes of the Meeting held on 10th November 2003 (to be laid on the table half an hour before the meeting).

To receive apologies for absence and to report any substitutions.
3.
DISCLOSURE OF INTERESTS
To receive from Members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.
4.
QUESTIONS BY MEMBERS OF THE PUBLIC
The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.
5.
DRAFT TRAFFIC ORDERS FOR THE HINDHEAD TUNNEL AND A3 ISSUED BY THE HIGHWAYS AGENCY
[Wards Affected: Elstead, Peperharow & Thursley, Grayswood and Haslemere North, Haslemere South, Shottermill]
The Traffic Orders for the Hindhead Tunnel and A3 were published on 23rd October 2003, by the Highways Agency. The Borough Council is a consultee. The report at
Appendix A
sets out the highway scheme and the issues that have arisen and invites the committee to make its comments.
Recommendation
The Environment and Leisure Overview and Scrutiny Committee is recommended to formulate a draft response for the Executive to consider as Waverley Borough Council’s response to the Highways Agency on the published Traffic Orders.
6.
STATEMENT OF PRINCIPLES FOR THE HINDHEAD AREA
[Wards Affected: Elstead, Peperharow & Thursley,Grayswood and Haslemere North, Haslemere South, Shottermill]
The report at
Appendix B
sets out the background to the Statement of Principles that has been produced by the main organisations concerned with the future of the Hindhead area. The purpose of the Statement is to arrive at a broad consensus on the land use potentials that could be unlocked by the building of the tunnel, and the Statement is included in the full report.
Recommendation
The Environment and Leisure Overview and Scrutiny Committee is recommended to propose to the Executive that the Statement of Principles be endorsed.
7.

To consider the following recommendation on the motion of the Chairman:-
Recommendation
That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (
