22. SOUTH EAST REGIONAL HOUSING STRATEGY 2006-2009
GREEN PAPER : KEY ISSUES

22.1 The Community Overview and Scrutiny Committee has discussed this matter following initial consideration by the Executive on 6th April 2004. In those instances where the Committee has suggested amendments/additions to the draft responses shown in bold type in Appendix P, this is indicated below.

22.2 Executive Members should note that the page numbers shown against each heading are now correct and relate to the page numbers in Appendix P as intended.

Page 58 – Issues in the Green Paper

Responses in paragraphs 4 and 5 – AGREED. Response in paragraph 6 – AGREED, subject to the RHB being ‘urged to consider’ with the general aim of securing greater member involvement at a more local level.

Page 59 – Affordability

Responses 1 – 5 in paragraph 8 – Agreed.

Page 59 – Key Workers

Responses 1 – 3 in paragraph 9 – AGREED, subject to a strengthening of those responses to emphasise the need to recognise not only ‘key’ workers in the narrow definition adopted by central government but also ‘essential’ (to the local community and economy) workers in both public and private (e.g. small businesses) sectors, the definition of same to be determined locally to reflect the local situation.

Pages 59 and 60 – Rural Housing

Responses 1 – 4 in paragraph 10 – AGREED.

Page 60 – Decent Homes

Responses 1 – 4 in paragraph 11 – AGREED, subject to response no. 3 being amended to read ‘pump priming of pilots would be helpful’. In addition, the Committee concurred with the view of the Director of Housing that there was a lack of clarity in the section of the Green Paper on Decent Homes (Waverley pages 85 & 86) and that the Council, in its response, should endeavour to ascertain the respective roles to be played by the ODPM and the RHB.

Pages 60 and 61 – Homelessness

Responses 1 – 4 in paragraph 12 – AGREED, subject to any funding made available by the Homelessness Directorate, referred to in response no. 2, being channelled direct to the Borough Council and not through the RHB.

Page 61 – Supported Housing

Response in paragraph 13 – AGREED.

Finally, it was agreed that the Committee should be kept fully informed as the Regional Housing Strategy 2006-2009 was being formulated (see under Conclusion – paragraph 15)

Recommendation

The Executive is commended to approve the draft response contained in Appendix P, incorporating the suggested changes set out in this supplementary paper.
