At the commencement of the meeting, prayers were led by the Reverend Andrew Tuck of St Andrew’s Church, Farnham.

DEATH OF MR BRIAN S SHARPE

Mr C C E Slyfield informed the Council of the recent death of Mr Brian Sharpe, a former Waverley Councillor, who had died tragically at his home a few days before the meeting. Mr Slyfield reminded the Council of the many years of dedicated work Mr Sharpe had undertaken in his role as a councillor, representing the interests of his constituents in Farncombe, as well as the wider interests of Waverley and its residents, including chairing the Licensing Committee. The Council stood for one minute in silence as a mark of respect for Mr Sharpe.

The Minutes of the Extraordinary Meetings of the Council held on 10th, 19th and 31st January 2005 were confirmed and signed.

N.B. Mr M A Clark left the meeting for consideration of the whole of Budget item Appendix A.1 (General Fund Capital Programme) and took no part in the consideration on this matter.

86. MAYOR'S ANNOUNCEMENTS

The Mayor informed the Council of recent engagements he and the Mayoress had undertaken, as follows:


A visit from the Godalming and District Scouts in the Mayor’s Parlour, when the Scouts presented the proceeds of their Christmas Carol Concert to the Mayor’s Charities fund
A production of Gilbert and Sullivan’s Iolanthe at the Borough Hall, Godalming, performed by the Godalming Operatic Society
The Young Enterprise Scheme event at Charterhouse School, a schools event
Progress of the Cranleigh Health Check
Waverley Victim Support meeting at Farnham Police Station

The Mayor also thanked all those who had helped to make his new-style Civic Reception at the Borough Hall, Godalming such a success. He then reminded the Council of two future diary dates:

The Mayor’s Youth Challenge on 23rd April
A celebration Concert on 1st May at St Andrew’s Church, Farnham, featuring musicians from the Surrey Youth Orchestra. 87. QUESTIONS FROM MEMBERS OF THE PUBLIC (Agenda Item 5)

The following question had been received from Mr J Piasecki of the High Street, Godalming in accordance with Procedure Rule 10:-

"Waverley Borough Council is the only Borough/District Council in Surrey yet to reach agreement with Surrey County Council over the implementation of Decriminalised Parking Enforcement. Are WBC aware of the daily misery suffered by Godalming Town Centre residents, retailers and bus passengers, due to rising high level of unregulated illegal parking on the High Street, and does it believe that its tardiness in implementing DPE is in the best interests of the Godalming Town Centre’s commercial viability, Town Centre residents’ peace of mind or the Bus Company’s disrupted timetables? Does WBC have an estimate for the date of implementation of Decriminalised Parking Enforcement to bring it in line with the rest of Surrey?"
88. BUDGET 2005/06 (Appendix A.1 - A.5)

The Vice-Chairman of the Executive presented the reports at Appendix A to the Agenda and, in connection therewith, delivered a Budget Statement to the Council, a copy of which is enclosed in the Minute Book as Annexe 1 to these Minutes.

88.1 General Fund Capital Programme 2005/2006 (Appendix A.1)

It was moved by the Vice-Chairman of the Executive and duly seconded that the report of the Executive at Appendix A.1 be approved and adopted.

(i) Capital Programme - Playground Replacement

It was moved and seconded that the administration reconsiders the item in the Capital Programme on Playground Replacement Programme and allocates sufficient monies in 2005/06 to allow this programme to continue.

Upon being put to the vote, the proposal was LOST

RESOLVED that the report of the Executive at Appendix A.1 be approved and the recommendations contained therein adopted

88.2 General Fund Revenue Estimates 2005/2006 (Appendix A.2)

It was moved by the Vice-Chairman of the Executive and duly seconded that the report of the Executive at Appendix A.2, incorporating the recommendations at the Addendum to Appendix A.2, be approved and the recommendations contained therein adopted.

(ii) Amendment to Recommendation 14

It was moved and seconded that Recommendation 14 be amended as follows:

“It is proposed that Reference 10 be deleted from Page 194 and that the 25,000 saving for the Sports Administration Officer on Page 205 be deleted; and, (if agreed) the use of the Revenue Reserve be increased by 20,000 to compensate for this saving.”

Upon being put to the vote, the amendment was LOST

88.3 Housing Revenue Account Capital Programme 2005/2006 and Social Housing Grant (Appendix A.3)

88.4 Housing Revenue Account Revenue Estimates and Rent Levels 2005/2006 (Appendix A.4)

RESOLVED that the report of the Executive at Appendix A.4 be approved and the recommendations contained therein adopted.

88.5 Council Tax Setting 2005/2006 (Appendix A.5)

It was moved by the Vice-Chairman of the Executive, duly seconded and

RESOLVED that

1. the following amounts, having been calculated by the Council for the year 2005/2006 in accordance with the Regulations made under Section 33 (5) of the Local Government Finance Act 1992, be approved:

(a) 52,995.9 being the amount calculated by the Council, in accordance with Regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992 (as amended) as its Council Tax Base for the year;

(b) Part of the Council’s area - Band D Equivalents

2. the following amounts have been calculated for the Council for 2005/2006 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992:

(a) 43,257,390 being the aggregate of the amounts that the Council estimates for the items set out in Section 32 (2) (a) to (e) of the Act;

(b) 28,924,272 being the aggregate of the amounts which the Council estimates for the items set out in Section 32 (3) (a) to (c) of the Act;

(c) 14,333,118 being the amount by which the aggregate at (a) above exceeds the aggregate at (b) above, calculated by the Council, in accordance with Section 32 (4) of the Act, as its budget requirement for the year;

(d) 5,147,766 being the aggregate of the sums that will be payable for the year into the Council’s General Fund in respect of redistributed non-domestic rates and revenue support grant, increased by the amount of the sum which the Council estimates will be transferred in the year from its Collection Fund to its General Fund in accordance with Section 97(3) of the Local Government Finance Act 1988 (Council Tax surplus).

(e) 173.37 being the amount at (c) above less the amount at (d) above, all divided by the amount at 23.1(a) above, calculated by the Council in accordance with Section 33 (1) of the Act and rounded for administrative purposes, as the basic amount of its Council Tax for the year;

(f) 1,844,568 being the aggregate amount of all special items referred to in Section 34 (1) of the Act;

(g) 138.60 being the amount at (e) above less the result given by dividing the amount at (f) above by the amount at 23.1 (a) above, calculated by the Council in accordance with the Section 34 (2) of the Act and rounded for administrative purposes, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no special item relates;

89. REPORTS OF THE EXECUTIVE

89.1 Meetings of 11th January and 7th February 2005

It was moved by the Chairman of the Executive and duly seconded that the report of the meetings held on 11th January and 7th February 2005 be approved and the recommendations contained therein adopted.

(i) Notice of Motion and South East Plan and Local Development Framework Update (Report Item A)

It was moved that recommendation 104 be amended by deletion from line 4 of the words ‘ adopts a policy that Farnham be not included’ and insertion of the words ‘opposes inclusion of Farnham in the Sub-Region’ in their place.

Upon being put to the meeting, the amendment was CARRIED

It was further moved and seconded that recommendation 104 be amended as follows:

“To replace the whole recommendation with the following:

‘That this Council does not wish Farnham to be included in the Western Corridor or the Blackwater Valley area; and that this Council make immediate representations to secure the removal of Farnham from the Western Corridor and the Blackwater Valley area.’”

Upon being put to the vote, the amendment was LOST

RESOLVED that the report of the meeting held on 11th January and 7th February 2005, as now amended, be approved and the recommendations contained therein adopted.

89.2 Meeting of 22nd February 2005

The Council was informed and NOTED that the Joint Negotiating Committee had not yet concluded negotiations and that there was no report under this heading.

90. CONTINUATION OF MEETING

During consideration of the above report, at 9.48 p.m., it was proposed by the Mayor in accordance with Procedure Rule 9, and agreed by the Council, that the business of the Council should continue past 10.00 p.m. so that the agenda could be completed.

91. REPORT OF DEVELOPMENT CONTROL COMMITTEE

It was moved by the Chairman of the Committee, duly seconded, and

RESOLVED that the report of the meeting of the Development Control Committee held on 19th January 2005 be approved and adopted.
92. REPORT OF STANDARDS COMMITTEE

It was moved by the Chairman of the Committee, duly seconded and

RESOLVED that the report of the Standards Committee held on 24th January 2005 be approved and the recommendations contained therein adopted.

93. REPORT OF LICENSING AND REGULATORY COMMITTEE

It was moved by the Chairman of the Committee, duly seconded and

It was moved by Mr C C E Slyfield and duly seconded that Miss G B W Ferguson be elected Leader of the Council

RESOLVED that Miss G B W Ferguson be elected as Leader of the Council for the remainder of the current Council year.

95. MEMBERSHIP OF EXECUTIVE AND COMMITTEES


RESOLVED that the following changes to membership of committees be approved for the remainder of the current Council year:

Development Control Committee

Mr M J D Allan to be replaced by Dr P M Marriott; and

Licensing and Regulatory Committee
