Waste Management Review Special Interest Group


At its meeting on 12th June 2001, the Executive Committee resolved that a Special Interest Group (SIG) of seven members be established with a view to making recommendations (to be considered first by the Environment Overview and Scrutiny Committee) to the Executive Committee in October 2001 about how the performance of the Council’s waste management services can be improved to meet the new targets on recycling levels. It was also resolved that the membership of the SIG be agreed by the Environment Portfolio Holder in consultation with group leaders. This report sets out the draft terms of reference and the proposed membership of the Waste Management Review Special Interest Group. There are no “Human Rights”, “Community Safety” or “Opportunities for All” implications arising from this report. There are no immediate resource implications arising from this report. However, the implementation of any options arising from the work carried out by the SIG may have significant financial implications and will need to be considered in due course as part of the Council’s budget setting process.

Summary and Purpose

1. Following consultation with group leaders, the proposed membership of the SIG is as follows:

The first meeting of the SIG will be held on Tuesday, 18th September 2001 at 10:00am.

2. The draft terms of reference for the SIG are as follows:

“To consider, from an open minded and flexible point of view, a range of costed options for waste collection in Waverley, in order to minimise waste and increase the rate of recycling, to seek to achieve the Government’s performance indicators for recycling rates.

To discuss, in confidence, the details and implications of the options.

To recommend to the Environment Overview & Scrutiny Committee, and to the Executive Committee thereafter, a potential waste collection and/or recycling system or systems, which could deliver these higher targets”.

Recommendation

It is recommended that the Committee:

1. endorses the membership of the Waste Management Review Special Interest Group as set out in paragraph 1 above; and

2. agrees the terms of reference for the Waste Management Review Special Interest Group, as set out in paragraph 2 above.
