AGENDA

MINUTES
To confirm the Minutes of the Meeting of the Executive held on 6th September 2005 (to be laid on the table half an hour before the meeting).
2.
APOLOGIES FOR ABSENCE
To advise the Executive of any apologies for absence.
3.
DISCLOSURE OF INTERESTS
To receive from member’s declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.
4.
QUESTIONS
4.1 The Chairman to respond to any questions received from members of the public, notice of which has been given in accordance with Procedure Rule 10.
4.2 The following question has been received from Mr J Hyman from Farnham:-
"Five years ago, Waverley LibDem Councillors supported their tenants by presenting many of the principled (and true) counter-arguments to Stock Transfer. Sadly, this Council has apparently forgotten the principles they may have once had, as the endless propaganda you send us never mentions the increased costs, risks and other disadvantages of Transfer. It is quite obvious to most tenants that the Chief Executive's pronouncement in the Farnham Herald, that tenants have been receiving true and balanced information, cannot be true either.
The ODPM's "Transfer Guide 2005" (para 19) states that "Debate on the advantages and disadvantages of transfer is a useful and necessary part of the process...", yet throughout two summers crammed with meetings, Waverley's consultants have forbidden any debate of the pros and cons of Transfer and Retention.
To be fair to tenants, please clarify whether the ballot would be seeking approval for the proposals in detail, or merely in principle, and then tell us:-
(1) what plans have been made to allow tenants to fully and openly debate the issues before any ballot, and
(2) whether the Council will allow and fund the printing and distribution to all tenants of an independent Waverley tenant group's bulletin, agreed "true" by the consultants Dome, that corrects the misleading and false claims that the Council has made and also reminds tenants of those "forgotten" issues and principled arguments?"
5.
PROPOSED TRANSFER OF THE COUNCIL’S HOUSING STOCK TO WEYFOLD COMMUNITY HOMES - THE OFFER DOCUMENT

To consider the draft Offer Document and the views from the meeting of the Community Overview and Scrutiny Committee being held immediately prior to this meeting –
to be tabled as appropriate
. Members of the Executive are asked to bring with them to the meeting, the agenda for the meeting of the Community Overview and Scrutiny Committee.
6.
EXCLUSION OF PRESS AND PUBLIC
To consider the following recommendation on the motion of the Chairman:-
Recommendation
That pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) or the description specified in the appropriate paragraphs of Part 1 of Schedule 12A to the Local Government Act 1972 (
