7. REVIEW OF FLY-TIPPING IN WAVERLEY

At the meeting of the Committee on 15th September 2003 it was agreed that an in-depth review should be carried out into the issue of fly-tipping in Waverley. The purpose of the report at Appendix B is to provide background information on the relevant legal framework and to outline the Council’s specific powers and responsibilities. The report sets out the timetable for the review and identifies bodies or organisations that the Committee may wish to invite to provide information or evidence as part of the review process.

Recommendation

It is recommended that the Committee note the contents of the above report and in particular the date of the special meeting of the Committee to be held on 29th March 2004 and that the Committee agree that

1. the listed organisations and officers be invited to submit written statements; and
2. a site visit to fly-tipping areas be arranged.


8. LEISURE SERVICES BEST VALUE FUNDAMENTAL SERVICE REVIEW – SPORT & RECREATION AND PARKS & OPEN SPACES

The report at Appendix C summarises the key findings from the 2002/03 Leisure Service Reviews of
Sport and Recreation
Parks and Open Spaces

The findings of the reviews and the proposed Improvement Plans are attached in Annexes 1-4 of the report.

In the light of the pending need to re-tender the Grounds Maintenance Contract by November 2005, additional cost saving options relating to the specification are also set out in the report for Members to consider.

Recommendation

It is recommended that the Committee notes the report and;

1. agrees any observations to be forwarded to the Executive on the findings of the 2002/2003 Leisure Services reviews at Annexes 1-3 and improvement plans at Annexes 2-4; and
2. considers the additional cost saving options for the grounds maintenance specification as set out in Annexe 5 and agrees any observations to be forwarded to the Executive

9. BEST VALUE PERFORMANCE INDICATORS

The report at Appendix D gives details of Waverley’s performance during the fist six months of 2003/04 in respect of the best value and local performance indicators that fall within the remit of the Environment and Leisure Overview and Scrutiny Committee. The report also provides a commentary on trends in performance and invites the comments of the Committee on the proposed targets for 2006/07. The Community and Corporate Overview and Scrutiny Committees are considering similar reports

Recommendation

It is recommended that this Committee notes the report and agrees any observations to be forwarded to the Executive on the setting of targets for 2006/07.

10. EXCLUSION OF PRESS AND PUBLIC

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during this item there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in the appropriate paragraph(s) of Part I of Schedule 12A to the Act (to be identified, as necessary, at the meeting).
