MINUTES of the MEETING of the DEVELOPMENT CONTROL COMMITTEE held on 28th January 2003

62. MINUTES

The Minutes of the Meeting held on 26th November 2002 were confirmed and signed.

63. APOLOGIES FOR ABSENCE AND SUBSTITUTIONS (Agenda Item 2)

Apologies for absence were received from Mrs P Hibbert. Mr M W Byham attended as substitute.

64. DISCLOSURE OF INTERESTS (Agenda Item 3)

Dr A Newton declared a personal interest in application WA02/0962 (Appendix D, item A.1), based on the fact that:-

(i) he lived within a distance of the site generally considered to be close enough as having an interest;

(ii) he is acquainted with individuals whose personal convenience could be affected by the proposed development; and

(iii) the entrance to the school is on the direct route from his house to the town centre.
Mr D C Inman and Mrs Elizabeth Sims (Planning Manager, Neighbourhood Team) declared personal and prejudicial interests in application WA02/0962 (Agenda Item 5(i)). Both left the meeting during consideration of this matter.


65. PLANNING APPLICATIONS – SITE INSPECTIONS (Agenda Item 5(i)) (Application WA02/0962)

(a) Demolition of existing CDT classroom and removal of temporary classrooms; erection of a new classroom block and dance/drama studio at St Hilary’s School, Holloway Hill, Godalming

Following determination of this application, five Members present at the Committee required that, in accordance with Part III of the Constitution (Conditions of Delegation), the decision should operate as a recommendation to Council:-

RESOLVED to RECOMMEND that permission be GRANTED in respect of application WA02/0962, subject to the following conditions:-

1. Standard approval of external materials (4.4)

2. Standard approval of surfacing materials (4.5)

3. Standard levels (4.2)

4. Standard no new windows (11.3) - *(rear) *(southern)

5. Standard tree protection (25.2)

6. Standard levels and construction details (25.3)

7. Standard services (25.4)

8. Standard burning (25.5)

9. Standard method statement and supervision (25.6) - *(removal of hard pavement within 8 metre radius of Wellingtonias and detailing new, giving information or materials and method of installation and detailing phasing and sequence)

10. The contractor’s access and compound area, as shown on the approved drawings, shall be provided and maintained throughout the construction period relating to the development.

14. In conjunction with Condition 1 (external materials) above, this shall include the submission of a full specification and sample of the type of glass to be used in the construction of the foyer element on the northern side of the building, before development commences.


15. The building hereby approved shall only be used for school curriculum activities and as a dance/drama studio, as described in the application, and for no other purposes unless agreed in writing with the Local Planning Authority.

16. The dance/drama studio and all activities associated with the use of the facility hereby permitted, shall cease between the hours of 10.30 pm and 9.00 am Monday to Saturday and shall not be used on Sunday s or Bank Holidays.

17. Prior to the commencement of works on site, details shall first be submitted and approved in writing of sound insulation measures proposed for the building. Following approval, those measures shall thereafter be implemented and maintained to the satisfaction of the Local Planning Authority.

18. No noise from music, including amplified or recorded sound systems generated from within the building hereby approved, shall be audible from a distance of 5 metres of a residential building.

19. Standard control of environmental effects (13.3) - *(scheme to control (i) noise and (ii) dust during construction)

20. No works or ancillary operations associated with demolition work or the construction of the development which are audible at the site boundary or at any other place as may be agreed with the Local Planning Authority, shall take place on any Sunday or Bank Holiday nor any other day except between the following times:-

Monday to Friday 0800-1800 hours
Saturday 0800-1300 hours

unless in association with an emergency.

21. Before the development hereby permitted is commenced, details shall be submitted for the approval of the Local Planning Authority for the installation of lightening conductors on to the two protected Wellingtonia trees adjacent and which shall be installed before or upon the completion of the building and shall thereafter be maintained to the satisfaction of the Local Planning Authority.

22. Before or upon the development hereby permitted is utilised, the existing buildings and structures at the school shown to be removed as part of the application, shall be dismantled and all materials removed from the site.

Informative

1. The applicants’ attention is drawn to the contents of the ecological survey dated October 2002 and received under cover of letter dated 14th October 2002 and, in particular, to the mitigation advice and management recommendations made in the report.

66. WESTERN AREA DEVELOPMENT CONTROL SUB-COMMITTEE REPORT (Appendix A)

(a) (i) Outline application for redevelopment of site for industrial/commercial purposes (within Classes B1 and B2); construction of Enterprise Centre (comprising B1, B2 and B8 uses); together with highway works including an amended access, parking and structural landscaping; and reservation of an area for sui generis (bad neighbour) uses at The Coxbridge Estate, Alton Road, Farnham

RESOLVED that, subject to the further views of the Environment Agency and subject to the applicant first entering into

an appropriate legal agreement within six months, the costs of which are to be borne by the applicant, to secure:-

1. On occupation of 101 employees on site, excluding the bad neighbour uses and the Business Centre, a contribution of four hundred and fifty thousand pounds (450,000) at today’s prices, over four years (one hundred and twelve thousand, five hundred pounds per year) towards a bus service to serve the development site from the railway station and town centre;

2. On occupation of the first new buildings on site, a contribution of thirty-seven thousand one hundred pounds (37,100) at today’s prices towards upgrading of existing bus stops infrastructure between the site and the town centre together with an additional payment of one thousand, seven hundred and fifty pounds (1,750) at today’s prices for maintenance of bus shelters;

3. The closure of existing access points to the site and provision of a new access point together with improvements to the adjacent highway all as generally shown on drawing number E559/01/Rev B;

4. The provision of a pedestrian/cycle link along the frontage of the A31 Coxbridge roundabout all as generally shown on drawing number 1565/20; and

5. The production of individual travel plans in accordance with the agreed Head of Terms to be submitted with each detailed application

then permission be GRANTED in respect of application WA01/2242, subject to the conditions as set out in the agenda report.

(ii) Alterations to access on land to rear of 20-21 The Borough, Farnham

RESOLVED that the legal agreement in respect of application WA89/2136 be not varied and the applicant informed that, as a consequence, the application be REFUSED for the following reason:-

1. These are concerns regarding highway safety and longer term considerations arising from the ongoing East Street regeneration proposals.

67. CENTRAL AREA DEVELOPMENT CONTROL SUB-COMMITTEE REPORT (Appendix B)

(a) (i) Erection of a replacement dwelling and studio/log store at Houndmere House, Houndown Lane, Thursley

RESOLVED that, subject to completion of departure procedures, permission be GRANTED in respect of application WA02/1780, subject to the prior completion of a legal agreement, within six months and at the applicant’s own expense, to prevent any further extensions to the replacement dwelling, and subject to the conditions set out in the agenda report.

(ii) Erection of a replacement dwelling and outbuildings following demolition of existing dwelling and outbuildings (resiting of dwelling approved under WA01/1871) at Warren Hill Farm, Elstead Road, Peperharow, Godalming

RESOLVED that, subject to completion of departure procedures, permission be GRANTED in respect of application WA02/1555, subject to the prior completion of a legal agreement, within six months and at the applicant’s own expense, to prevent implementation or development of any works on the land pursuant to planning permission references WA98/0026 and WA01/1871, and subject to the conditions set out in the agenda report.

(iii) Erection of a replacement dwelling following demolition of the existing dwelling on land at Little Grange, Hascombe Road, Busbridge, Godalming

RESOLVED that, subject to completion of departure procedures, and subject to the views of English Nature, permission be GRANTED in respect of application WA02/1702, subject to the prior completion of a legal agreement, within six months and at the applicant’s own expense, to prevent any further extensions to the replacement dwelling and subject to the conditions set out in the agenda report and the addition of the following informative:-

68. SOUTHERN AREA DEVELOPMENT CONTROL SUB-COMMITTEE REPORT (Appendix C)

(a) Erection of nine new dwellings with associated garages and parking following demolition of existing buildings (revision of WA02/0691) on land at Hindhead Working Men’s Club, Grove Road, Hindhead

RESOLVED that, subject to:-

1. the developers identifying a registered social landlord as development partner for the affordable housing; and

2. the nominated registered social landlord providing written confirmation to the Council that the proposed affordable housing units meet the accommodation and other standards currently approved by the Housing Corporation,

then, subject to the applicant entering into an appropriate legal agreement within a period of six months, with all costs including those of the Council to be borne by the applicant, to ensure that the two units in Block D shown on drawing HWC/A1100E remain as low cost rental housing for occupation by local people and managed by an approved RSL to appropriate standards, then permission be GRANTED in respect of application WA02/0691, subject to the following conditions:-

(ii) Listed Building Application for the erection of an extension and internal alterations to provide four independent dwellings, together with the erection of a sun-room at Hyde Farm House, Guildford Road, Shamley Green

RESOLVED that these applications be deferred.
