I refer to the agenda for the meeting of the Executive on 30th September and now enclose further reports. Please note that the reports relating to agenda items 6-9 below have already been circulated with the main agenda. The views of the Corporate Overview and Scrutiny Committee with regard to each report are contained in a separate composite Annexe attached.

The views of the Overview and Scrutiny Committee will be tabled.

12. OPTIONS APPRAISAL 2003/05 – DELIVERY OF DECENT HOMES

A copy of the report to the Special Community Overview and Scrutiny Committee on 29th September has already been forwarded to members of the Executive who should bring the report with them to the meeting (treat as Executive Appendix H). The views of the Overview and Scrutiny Committee will be tabled.



13. LAND AT CRANLEIGH – PROPOSED AFFORDABLE HOUSING DEVELOPMENT

At the last meeting, the Executive received a report on a proposed affordable housing development of 79 homes on land adjacent to Wyphurst Road, Cranleigh. At that time, the broad principles of the scheme were set out and an informal consultation exercise was proposed to be held in Cranleigh.

Recommendation

It is recommended that the Executive:

22. FINANCE CONSULTATIONS

The report at Appendix R informs members of a series of consultation papers on proposals to change the local government finance system and the Executive is asked to request the Director of Finance to prepare responses in conjunction with the Portfolio Holder.

Recommendation

That the Executive requests the Director of Finance to prepare a response to the consultation papers in conjunction with the Portfolio Holder.


31.2 EAST STREET DEVELOPMENT SIG
[Wards Affected: N/A]
The report at Appendix AA proposes re-appointing an East Street Special Interest Group (SIG) to advise the Portfolio Holder on the next stage of the East Street redevelopment in Farnham.

Recommendation

The Executive is recommended to:

1. consider if it wished to re-appoint an East Street SIG;

2. should it agree to 1, adopt the proposed terms of reference set out in the report; and

3. in the event of 1 and 2 being agreed, consider the membership to be put forward by the Portfolio Holder to the meeting and make appointments.

37. PROPOSED SALE OF FREEHOLD PREMISES IN WEYBOURNE ROAD, FARNHAM
