7.1
Committee Work Programme
To note the progress on items relevant to this Committee which are set out at
Appendix B

7.2
In-Depth Reviews
Update on the work programme for 2006/7 in-depth reviews: -
i) Surrey County Council Highways Department input into Development Control Decisions (below);
ii) Haslemere Museum (below); and
iii) The Olympics in 2012 and the impact on Waverley
(Reserve).
7.3
Surrey County Council Highways Department Input Into Development Control Decisions
The purpose of the report at
Appendix C
is to review the information gathered as part of the Committee’s review of Surrey County Council Highways Department Input into Development Control Decisions.
Recommendation
It is recommended that the Committee, based on the observations above, finalise recommendations to the next meetings of the Development Management Committees A and B and the Executive on ways of improving the service to people in the Borough, which may include requests to the County Council to improve its service.
7.4
Haslemere Museum
At a previous meeting of the Environment and Leisure Overview and Scrutiny Committee, it was agreed that an in-depth review should be carried out to review working and long term funding arrangements of Haslemere Museum. The purpose of the report at
Appendix D
is to establish the parameters for the review and to propose that it be conducted along the lines of a parliamentary select committee investigation.
Recommendation
It is recommended that:
1. the Committee consider the scope of the in-depth review into Haslemere Museum; and
2. the review be conducted in accordance with the process and outline timetable set out in report.
PERFORMANCE MANAGEMENT ITEMS
8.
BEST VALUE PERFORMANCE INDICATORS

The report at
Appendix E
provides details of Waverley’s performance, against the Best Value (‘BVPI’) and Local Performance (‘LPI’) Indicators that this Committee resolved to monitor, in the third three-month period of 2006/07. The newly formed Performance Indicators Sub-Committee met for the first time on 26th February and its observations are set out in this report. The annexe to this report has been produced, for the first time, using the Council’s new strategic management software, Covalent. Therefore, this report contains some background information on the system.
Recommendation
It is recommended that this Committee considers the information presented in this report and draws the Executive’s attention to any specific issues, as it deems necessary.
FINANCE ITEMS
9.
COMMUNITY PARTNERSHIPS FUND - APPLICATIONS FOR 2007/08

The purpose of the report at
Appendix F
is to consider the applications submitted to the Community Partnerships Fund for 2007/08 and to pass comments to the Executive to assist with determining the level of grant for each organisation to be recommended to Council.
Recommendation
That the Environment and Leisure Overview and Scrutiny Committee considers the Community Partnerships Fund applications within its remit and passes comments to the Executive to assist in its determination of the level of grant for each organisation to be recommended to Council.
OVERVIEW ITEMS
10.
SURREY PLANNING COLLABORATION PROJECT – CODE OF PRACTICE FOR SECTION 106 AGREEMENTS

The Code of Practice referred to at
Appendix G
was prepared as part of the collaboration project amongst the 11 Surrey Districts and Surrey County Council. Its purpose is to set out common practice and procedures for capturing infrastructure improvements across the Surrey districts in accordance with adopted policies and recommended best practice. It is suggested that Districts will use it as an interim administrative measure and eventually incorporate the work into a Supplementary Planning Document.
The principal innovation is the codifying of certain infrastructure contributions for smaller ‘windfall’ schemes, e.g. up to 14 dwellings. Previously, these have escaped any charges in Surrey, resulting in a significant shortfall in potential contributions to public services. It is proposed that the Code of practice be implemented from 1st July 2007.
Recommendation
It is recommended that the Environment and Leisure Overview and Scrutiny Committee consider this report and pass comment to the Executive, particularly on the recommendation to grant delegated powers for the Director of Planning in consultation with the Planning Portfolio Holder to make any revisions to the Code of Practice as put forward by the Surrey Planning Collaboration Group, and that the Environment and Leisure Overview and Scrutiny Committee endorse the adoption of the Section 106 Code of Practice as an interim document prior to the production of a Planning Obligations Supplementary Planning Document.
11.
WAVERLEY BOROUGH LOCAL PLAN 2002 – APPLICATION TO EXTEND ‘SAVED’ POLICIES BEYOND THREE YEARS

Under the terms of the Planning and Compulsory Purchase Act 2004 policies in existing local plans, such as the Waverley Borough Local Plan 2002, cease to have effect after three years, unless the Secretary of State agrees that policies can be saved beyond that period. The Council is required to formally apply to the Secretary of State, no later than 31st March 2007, for consent to ‘save’ policies beyond the three-year period. The report at
Appendix H
seeks approval from Members to the schedule setting out which policies should be saved and which policies are no longer required. A similar exercise is being undertaken by the County Council with Structure Plan policies.
Recommendation
It is recommended that the Environment and Leisure Overview and Scrutiny Committee consider and pass any comments to the Executive on the Schedules of Local Plan policies to be saved/not saved.
12.
REVIEW OF LOCAL DEVELOPMENT SCHEME PROCESSES

The purpose of the report attached at
Appendix I
is to set out the findings of the re-evaluation of the Core Strategy and to recommend a timetable for a revised core strategy.
Recommendation
That the views of the Environment and Leisure Overview and Scrutiny Committee on the approach set out in the report be forwarded to the Executive.
