Summary and purpose:

The purpose of this holding report is to report progress on the development of the Local Area Agreement (LAA) for Surrey. Initial progress on the LAA was reported to the Executive on 6th September 2005. An update report will be circulated at the meeting.

Environmental implications:

A successful Local Area Agreement is likely to have a positive impact on the local environment and the local economy.

Social/community implications:

A successful Local Area Agreement is also likely to promote social inclusion, safe, healthy and active communities.

E-Government implications:

Local Area Agreements have no specific or new e-government implications.

Resource and legal implications:

The Office of the Deputy Prime Minister’s (ODPM's) guidance on LAA’s refers to a number of funding streams that will support LAAs, as well as a reward element for authorities that achieve measurable stretched performance. However, new money for a LAA in Surrey seems unlikely.

Local Area Agreement 2006 – Surrey’s Community Strategy

1. The first draft of the LAA document is attached at Annexe 1. It outlines six themes (pages 31-32), which make up ‘The Vision for Surrey in 2020’. These themes are then developed into priority outcomes, which are described along with the freedoms and flexibilities (or ‘enabling measures’) that will be required (pages 10-11 refer).

2. This draft document, has already been viewed by the Government Office of the South East (GOSE). The final document is to be submitted to GOSE following the third meeting of the Surrey Strategic Partnership on 7th December 2005. The full timetable for the Development of the LAA is attached at Annexe 2.

3. At the meeting on 6th September 2005, the Executive resolved that the initial stages in developing a Local Area Agreement for Surrey be supported, to include supporting the following five key areas:-

1. Transport, to be led by the Chief Executive
2. Economic Development
3. Housing
4. Improving Health and Life Chances for Children
5. Waste Management, but not the proposed virtual waste authority.

4. Members wished to narrow the list to support the five areas above, in line with what they thought Waverley would receive most advantage from, and were keen that our own priorities should have regard to what people really want.

5. It is unknown at this stage what freedoms and flexibilities will be available through the LAA and consequently how Waverley will be able to support and benefit from these.

Recommendation

It is recommended that members note the progress of the Local Area Agreement.
