Background

1. At its meeting on 4th October 2004, the Executive agreed to work in partnership with the Primary Care Trust and Adults and Community Care (Social Services) by pooling budgets that relate to grant making for the voluntary sector in Waverley. The aim is to streamline the process for both applicants and the public bodies awarding grants, as well as providing a better overview of what the voluntary sector is doing, and also demonstrating joint working between the statutory agencies.

2. The Council resolved that it would expect two Waverley Councillors to serve on the Panel that made decisions about the award of grants. It is proposed that the Executive should nominate two Waverley members to the Waverley Voluntary Grants Panel.

3. The previous report contained a list of organisations that the Council would expect to transfer from the Sponsored Organisation Scheme to the Waverley Voluntary Grants Panel. This list comprised all those social welfare organisations that had received a grant from the Council in 2004/05. It did not include Sponsored Organisations – one that had applied for a grant but had not been awarded any funding; and one that had not made an application in that year. These were Four Villages Day Centre and Churt Lunch Club respectively. For the purposes of clarity and consistency of approach, it is considered that these two organisations should no longer be included in the Sponsored Organization Scheme but make application to the Waverley Voluntary Grants Panel in the future. [Indeed, Churt Lunch Club has already decided that it does not need to make an application for funding in any event for 2005/06 and Four Villages Day Centre will be making an application to the Grants Panel.]

4. It has also been realised that there was an oversight when compiling the final list in the previous report and that the services provided by Homestart Farnham and Haslemere, were supported by this Council with the award of a grant of 2,000 in 2004/05 from the SOS, and so should have been included in the list. It is proposed that this organisation should, in future, make an application for funding to Waverley Voluntary Grants Panel. It is also considered that the amount of funding transferred by Waverley into the Waverley Voluntary Grants Panel’s budget should be increased by this same amount. This is a financially neutral for the Council.

Recommendation

It is recommended that the Executive:

1. appoints two members to serve on the Waverley Voluntary Grants Panel;

2. agrees that for the purposes of clarity and consistency, Churt Lunch Club and Four Villages Day Centre should no longer be ‘Sponsored Organisations’, but apply to the Waverley Voluntary Grants Panel for funding, if they so wish; and

3. approves the transfer of Homestart Farnham and Haslemere from the Sponsored Organisation Scheme to the Waverley Voluntary Grants Panel and that the sum to be paid into the Panel be increased by 2,000.
