FOOD SERVICE PLAN 2007/08

Summary and purpose:

To seek Members’ approval of the Food Service Plan, as required by the Food Standards Agency.

The Food Service Plan details the Council’s aim to ensure that food produced and sold within Waverley is safe and without risk to the health of consumers.

The Food Service Plan will be available on the Council’s web site.

Resource and legal implications:

There are no financial implications for this year’s budget. Delivery of the plan can be met from existing budgets.

Information / Background

1. The Food Service Plan sets out how the Food, Health and Safety Team within the Environmental Health Section will provide all aspects of its Food Safety Service between April 2007 and March 2008. It outlines how the required time and resources will be allocated to deliver the service in general terms, identifying both reactive and proactive areas of work and also detail specific planned promotional and educational projects and initiatives to be carried out during the year.

2. The Food Standards Agency (FSA) requires all local authorities to produce a service plan in order to comply with the Framework Agreement published by the FSA in September 2000. Local Authorities (LAs) are periodically audited against this agreement.

3. The Framework Agreement details what should be included in the service plan which is designed to demonstrate a broad range of activities, these include:-

The planned inspection programme for businesses
How requests for service and complaints are responded to
Activities directed to promoting food safety.

4. Whilst the Waverley Borough Council Food Service Plan is an expression of our commitment to providing our food service, the FSA will use the information contained within the plan to assess our delivery of the service and compare our performance against other LAs. The FSA has legal powers to take over the management of the Food Service from LAs who fail to meet performance standards.

5. The Food Service Plan will be available as public document and will be accessible from the Council web site.

Conclusion

6. The Council has a statutory duty to provide the food safety service and set out the resources it will allocate to this work. This plan is produced in accordance with the Food Standards Agency Framework Agreement.

Recommendation

It is recommended that Food Service Plan for 2007/08 be approved.
