Background

1. The Building Control System is provided by SX3 in common with the Development Control system. The current system has been in use since 1998 and was in turn a successor to the previous system installed in 1990. In 2002 SX3 gave notice that support for the Topspeed version of the system would cease in October 2003 as the company was seeking to upgrade its customers to an Oracle based system.

2. The current Topspeed version has become very slow with the increasing numbers of building control applications stored in its database. The new Oracle system would significantly improve response times and thus efficiency. It can also be interfaced with the Development Control system which would have numerous advantages. The service manager is keen for the upgrade to take place.

Revenue and Capital Costs

3. The capital and revenue costs are given below. There is provision within the IT capital programme for this upgrade.
Recommendation

The Executive is recommended to authorise expenditure of 21,778 to enable the upgrade of the Building Control SX3 software, this cost to be met from the provision of 40,000 for web-enabling back office systems within the 2003/04 Capital Programme.
