Summary & Purpose
The purpose of this report is to present key elements of the draft Corporate Strategy 2005 and Beyond to members for agreement prior to consulting the Citizens’ Panel about the Strategy. Title:
DRAFT CORPORATE STRATEGY 2005 AND BEYOND

Summary and purpose:

The purpose of this report is to present key elements of the draft Corporate Strategy 2005 and Beyond to members for agreement prior to consulting the Citizens’ Panel about the Strategy. The feedback from consultation, together with a final draft of the Strategy, will be presented to the Executive on 4th October 2004.

Quality of life implications – social, environmental & economic (sustainable development):

The Corporate Strategy outlines the Council’s Vision, Aims and Objectives; working towards these aims and objectives will make a positive contribution to all aspects of quality of life.

E-Government implications:

Once agreed, Waverley’s Corporate Strategy will be published on the Council’s website in the autumn.

Resource and legal implications:

Being explicit about the Council’s Corporate Strategy is good practice and the staff time and other costs associated with publishing a Corporate Strategy are contained within existing budgets. The costs of consulting the Citizens’ Panel about the Strategy will be met from the corporate consultation budget.

Corporate Strategy

1. On 16th December 2003, the Council agreed its aims and objectives and list of priorities. Those documents formed the basis of the Council’s Corporate Plan for 2004/05. The corporate planning process is cyclical and the Council’s aims and objectives have been re-visited. The draft aims and objectives for 2005 to (say) 2010 are attached as Annexe 1 to this report.

2. These aims and objectives will inform the budget-setting process for 2005/06 and form the basis of the 2005/06 Corporate Plan. The list of the Council’s priorities will be reviewed in the light of the revised aims and objectives; and these priorities will form part of a further report to the Executive on 4th October 2004.

3. With members’ agreement, the draft aims and objectives will be the subject of consultation with Waverley’s Citizens’ Panel over the summer. The purpose of this consultation will be to determine the extent to which the Panel thinks the Council has set itself the right objectives and in what order of priority the Panel would put the objectives. Such consultation is good practice and the sort of feedback provided should add a further dimension to members’ decision-making on the Council’s Corporate Strategy.

4. The full Corporate Strategy, which will be a short document comprising the Vision, Aims and Objectives, and the Council’s priorities, will be presented to the Executive on 4th October 2004.

Recommendation

The Executive is recommended to recommend the Council as follows:-

1. the draft aims and objectives for 2005 and beyond be agreed; and

2. a structured consultation on the draft Corporate Strategy takes place with the Council’s Citizens’ Panel over the summer.
