Summary and purpose:

This report gives an update on the Council’s progress in achieving the improvements detailed on the Improvement Plan developed as a result of the Audit Commission’s Comprehensive Performance Assessment (CPA) of Waverley.

Quality of life implications – social, environmental & economic (sustainable development):

The CPA Improvement Plan contains a number of actions that, as they are implemented, have a positive impact across all areas of the Council’s service delivery. There is a specific action in the plan to update the Council’s Social Inclusion Policy.

E-Government implications:

Where appropriate, information technology will be used to improve Waverley’s services and internal processes.

The Audit Commission’s CPA Report on Waverley and the improvement plan are both available on Waverley’s website; the latter is to be found as an annexe to the Council’s Corporate Plan 2004/05.

Resource and legal implications:

Where possible, the actions contained within the improvement plan have been (or are being) implemented within existing budgets. Where specific resource provision has been necessary this has been addressed separately through the budget process and by agreement of Council. For example, additional resources for Environmental Health (Health and Safety Enforcement) was agreed by Council on 17th February 2004.

Comprehensive Performance Assessment

1. In December 2003, Waverley was the subject of a Comprehensive Performance Assessment by the Audit Commission. In April 2004, the Audit Commission reported that Waverley was a “good” Council. The final part of the assessment process was agreeing with the Audit Commission an improvement plan that addressed the weaknesses identified by the CPA. That improvement plan was considered by members as part of the Executive’s development of Waverley’s Corporate Plan (Executive meeting 15th June 2004).

2. The Executive agreed a fuller version of the improvement plan, with actions taken to date, on 4th October 2004 and agreed that version of the plan should be sent to the Audit Commission. Attached as Annexe 1 is a further updated copy of the improvement plan and this version has already been discussed with the Audit Commission as part of the Commission’s on-going monitoring of Waverley’s improvement.

The Next Steps

3. Recent consultation papers about the future of CPA indicate that, as a “good” authority and given the limited resources to be invested in CPA in district authorities, Waverley is very unlikely to be subject to another full corporate assessment. There will however, be on-going monitoring of Waverley’s performance through meetings with the authority’s auditor and other Audit Commission staff. The Audit Commission will continue to review the Council’s progress against the CPA Improvement Plan.

Recommendation

It is recommended that the CPA Improvement Plan attached at Annexe 1 be approved.
