The (Exempt) Annexe to this report contains exempt information by virtue of which the public is likely to be excluded during the item to which the report relates, as specified in Paragraph 8 of Part I of Schedule 12A to the Local Government Act 1972 viz:-

Summary and purpose:

This report seeks approval from the Executive to apply for planning permission for an extension at a Housing Revenue Account property in Farnham, under the Council’s policy for Disabled Adaptations to Council (Managed) Properties.

Resource and legal implications:

These works will be carried out within the provisions of the Housing Revenue Account (HRA) Major Repairs Allowance Capital budget for 2004/05 and under the Council’s policy for Disabled Adaptations to Council (Managed) Properties.

1. A budget of 350,000 has been identified in the draft 2004/05 HRA Capital Programme to carry out adaptations to properties where the occupant has a disability.

2. The Surrey County Council Occupational Therapist advises the Council on what disabled adaptations are necessary and appropriate for the individual within the context of the family and home environment. The Council is following the County’s recommendations in this case.

3. A request for major adaptations has been identified where substantial alterations and an extension are required in order to provide the necessary facilities. The work requires planning permission to be obtained. The details of this extension are as follows:-

Extension to ground floor flat to provide a suitable bedroom and ensuite shower room for the disabled occupant.

4. Housing Officers have considered whether it is reasonable or practicable to carry out these recommendations within the scope of this Council’s own policy for Disabled Adaptations to Council (Managed) Properties. Officers are satisfied that it is reasonable and practicable to carry out the adaptations in this case.

5. A copy of the plans showing the work to the property will be displayed prior to the meeting.

6. (Exempt) Annexe 1 to this report gives the estimated cost of the adaptations in this case.

Recommendation

It is recommended that a first resolution in accordance with Regulation 3 of the Town and Country Planning (General) Regulations 1992 be sought to allow a planning application to be submitted for the extension proposed at the property in Farnham referred to in the (Exempt) Annexe.
