Resource and legal implications:

The Council’s Revenue Budget in 2004/05 included 6,000 to support the increased rent to be paid by Farnham CAB when they moved into Montrose House. This budget was for 2004/05 only. Based on the probable date of moving in they would only be entitled to 3,000 in 2004/05. If approved, this report would release 3,000 into 2005/06.

A lease is currently being drawn up with Farnham CAB which outlines both theirs and the Council’s legal responsibilities under the lease.

Background

1. Farnham CAB are due to move to Montrose House as part of the East Street Re-Development. Due to delays in alterations and the arrangements for finalising the lease, Farnham CAB have not yet moved into Montrose House. As the CAB do not have alternative funds to support the full first 12 months full rent they have requested that the second half year’s grant for rent be rolled forward into 2005/06.

2. Farnham CAB, like the other CABx in Waverley, receive their grant through the Sponsored Organisation Scheme. Currently, the Community Overview and Scrutiny Committee is conducting a review of CABx funding. The decision to award rent support for the first 12 months across financial years is not intended to influence the outcome of the review.

Recommendation

It is recommended that the Executive:

1. agrees to awarding a 6,000 grant to Farnham CAB for the first 12 months occupation in the newly refurbished ground floor of Montrose House for additional rent; and

2. agrees that any further grant towards rent and other costs be considered as part of the Revenue Budget 2005/06 and after the Review of CABx has been completed by the Community Overview & Scrutiny Committee.
