3. LICENSING ACT 2003 – APPLICATION FOR REVIEW OF A PREMISES LICENCE – CO-OP WELCOME, 40 GREEN LANE, FARNCOMBE
[Wards Affected: Godalming Binscombe]

3.1 The Licensing Officer advised the Sub-Committee that Trading Standards were unable to attend the meeting. In addition, the Licensees needed more time to read all the information sent by Surrey Police. Accordingly, the officers recommended at the hearing that the hearing of the application for the review of the premises licence at Co-Op Welcome, should be adjourned to 25th October 2007.


4. LICENSING ACT 2003 – APPLICATION FOR REVIEW OF A PREMISES LICENCE – TESCO, LION GREEN, WEYHILL, HASLEMERE
[Wards Affected: Haslemere Critchmere and Shottermill]

4.1 The Licensing Officer advised the Sub-Committee that, since this Review application had been made, Trading Standards had been in negotiations with the Premises Licence holder. The outcome of the negotiations was that both parties had agreed to conditions being added to the licence for Tescos Haslemere. Surrey Police also agreed that they would withdraw their representations in support of the application for review of the Licence, if the conditions agreed were accepted. The Sub-Committee agreed minor drafting amendments to the proposed conditions so that they would be noted as follows: 1. All sales of alcohol by cashiers who were under 18 must be authorised by a supervisor; 2. All supervisors must receive specific training in how to authorise alcohol sales by cashiers who are under 18. This training must state that when authorising such a sale, the supervisor must be present at the till so that they have a clear and unobstructed view of the customer and where appropriate, check the i.d. of the customer; and 3. Refresher training for supervisors, regarding the authorisation of alcohol sales by cashiers who are under 18, must be refreshed at least every 6 months and written records must be kept of the training.
