Summary and purpose:

Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities.

The indicators in Waverley’s PMF are reviewed quarterly by the Executive. This report details the observations of the three Overview & Scrutiny Committees on performance against Waverley’s performance indicators during the first three-month period of 2007/08.

The Executive is asked to note the observations.

Environmental implications:

This report refers to indicators with environmental implications in the areas of environmental services, waste & recycling, and planning.

Social / community implications:

This report refers to indicators with social / community implications in the areas of social housing, benefits and community safety.

E-Government implications:

This report has no significant e-government implications.

Resource and legal implications:

Active review of Waverley’s performance information is an integral part of the Best Value process, enabling the Council to improve Value for Money across its services. Publication of performance against the statutory Best Value Performance Indicators (BVPIs) is a legal requirement on the Council.

Introduction

1. Waverley’s Performance Management Framework (PMF) contains a host of statutory (BVPI) and locally defined (LPI) indicators that assist Members and officers in identifying current improvement priorities. The template used to report against these indicators is detailed, with some explanatory notes, at Annexe 1. 2. The indicators in Waverley’s PMF are considered quarterly by the Executive, following review by the Overview & Scrutiny Committees. The annexes to this report detail performance against those indicators in the Waverley PMF as follows:

Environment & Leisure Overview & Scrutiny Committee

3. The Committee has asked officers to organise a training session for Members (and specifically those sitting on the O&S Performance Sub-Committees), to cover the details of the Council’s performance management regime.

4. Members proposed the amalgamation of the various O&S sub-committees looking at performance management into a single body serving all three O&S meetings.

5. The Committee recommended work between the sub-committee and officers to identify a smaller set of core, business-critical indicators for ELOS to focus its attention on, supplemented by an exception reporting system for other indicators in the Performance Management Framework.

6. ELOS Members deferred comment to the Executive on the indicators within their remit until the second quarter of 2007/08.

Community Overview & Scrutiny Committee

7. The Committee recorded no specific observations to the Executive on the performance of the indicators within their remit during Quarter 1 of 2007/08.

8. Members resolved to request that the Executive grant approval for the formation of a Performance Sub-Committee to give more in-depth consideration to the quarterly performance reports.

Corporate Overview & Scrutiny Committee

9. The Committee recommended that the terminology used to describe officers’ qualitative assessments of the likelihood that targets will be met at year-end be updated to become more meaningful and business-like.

10. The Committee reflected the discussion of ELOS in recommending work between the sub-committee and officers to identify a smaller set of core, business-critical indicators for Corporate O&S to focus its attention on, supplemented by an exception reporting system for other indicators in the Performance Management Framework.

11. Members reflected on the need to develop the indicators concerning customer contact with Waverley to reflect the growing importance of the Internet as a channel of communication with the Council.

12. Members expressed concern at the continuing high volume of paper used by the Council.

13. Members recommended that officers explore options for the local indicators focusing on customer enquiries and complaints to provide a greater level of detail, most notably in respect of subject matter / departmental ownership.

14. Members expressed their ongoing concern at the below-target performance for local indicators LCE1 and LCE2 (agenda dispatch and ‘to follow’ items for committees).

15. In respect of BV2a (Equality Standard for Local Government), Members indicated a consensus that priority should be given to the work required to move Waverley to level 2 and above as quickly as possible.

Recommendation

It is recommended that the Executive

1. gives consideration to the recommendations of the O&S Committees in paragraphs 4 and 8 of this report, determines its preferred sub-committee structure for the handling of performance information via the Scrutiny function, and refers its conclusions back to the O&S Committees;

2. sanctions work between officers and the O&S Committees to develop a draft list of key indicators (routinely reported via the committee system), and to recommend a process for exception reporting on other indicators; and

3. notes the observations on the indicators of the Corporate O and S Committee contained in paragraphs 11-15 of this report.
