MINUTES OF THE EXECUTIVE – 27TH MARCH 2007

PART I – RECOMMENDATIONS TO THE COUNCIL

268. WAVERLEY BOROUGH LOCAL PLAN 2002 - APPLICATION TO EXTEND ‘SAVED’ POLICIES BEYOND THREE YEARS [Agenda Item 23; Appendix S]

268.1 Under the terms of the Planning and Compulsory Purchase Act 2004, policies in existing local plans, such as the Waverley Borough Local Plan 2002, cease to have effect after three years, unless the Secretary of State agrees that policies can be saved beyond that period. The Council is required to formally apply to the Secretary of State, by no later than 31st March 2007, for consent to save policies beyond the three year period. The Executive considered the report at Appendix S to its agenda, seeking approval to the schedule setting out those policies which should be saved and those which are no longer required and accordingly

RECOMMENDS that

169. the Schedules of Local Plan policies to be saved/not saved be adopted, as attached as Annexe 1 to the report.

269. REVIEW OF LOCAL DEVELOPMENT SCHEME PROCESSES [Agenda Item 24; Appendix T]

269.1 The Council approved its first Local Development Scheme (LDS) in February 2005. This document was submitted to the Government Office at the beginning of March 2005. The Government Office approved the document on 8th March 2005. In December 2006 the Council formally agreed to amend the LDS timetable in respect of the Core Strategy.

269.2 At the end of November 2006, GOSE informed the Council that, having regard to the Inspectors' reports on the Lichfield and Stafford Core Strategies, it had reservations about some of the aspects of the original Core Strategy in terms of the tests of "soundness". Officers reported orally at the Executive meeting that the Secretary of State had now directed by letter delivered on 23rd March, that the Core Strategy be withdrawn and therefore the Executive considered the report at Appendix T setting out the findings of the proposed re-evaluation and recommending a timetable for a revised Core Strategy.

269.3 The Executive

RECOMMENDS that

a) a statement be published on the Waverley web-site;
b) a notice be published in the local press;
