56. MINUTES

The Minutes of the Meeting of the Council held on 17th October 2006 were confirmed and signed.

57. APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr M H W Band, Mr L C Bate, Captain P G Burden, Mrs P Ellis, Mrs P M Frost, Mr R D Frost and Mrs P Hibbert.

58. DISCLOSURES OF INTEREST

Mr M J Blower declared a personal and prejudicial interest in the East Street item and withdrew from the Chamber during consideration and voting on the item.

The following members declared personal interests in East Street:-

Mrs A E Mansell as the site is within her ward, her husband is the Executive Portfolio Holder for East Street, she is a member of Farnham Town Council and she is a representative on the Brightwells Gostrey Centre.

Mr C H Mansell and Mrs C Cockburn as Farnham Town Councillors and Mr V K Scrivens as a member of Farnham Town Council and a representative on the Swimming Baths Trust.

59. MAYOR'S ANNOUNCEMENTS

The Mayor reported that Waverley had raised the most money in Surrey for the Royal British Legion Poppy Appeal Fund. He also informed members of the Remembrance Sunday Service would be taking place in his own ward of Dunsfold on Sunday 11th November.

60. MINUTES OF THE EXECUTIVE

It was moved by the Chairman of the Executive and duly seconded that the Minutes of the Special Meeting of the Executive held on 1st November 2006 be approved and the recommendations contained therein adopted.

The Director of Housing gave an introduction to the issues before the Council for consideration, regarding East Street.

By the consent of the Council, it was firstly agreed that the 2nd recommendation set out in (Exempt) Annexe B to the minutes should be released into open, that:-

It was also agreed that recommendation 92.3 should also be made public as soon as possible, but by a majority vote, the Council agreed that the remaining two recommendations set out in (Exempt) Annexe B to the Minutes should remain exempt for the time being.

It was then moved and seconded that the recommendations be amended by deletion of the whole recommendation and the insertion of the following:-

"that the Council recognises that the negotiated terms are as yet undefined and thus the Council should not agree to the length of extension of the longstop date requested by CNS".

Upon being put to the vote, the amendment was lost.

It was then moved, in accordance with Procedure Rule 17.5 that voting on the recommendations, to be taken together (88 – 92), should be by roll-call and recorded. The voting was as follows:-
