Summary and Purpose
:
The purpose of this report is to feedback the Executive’s views on this Committee’s final report on the review of Development Control which the Executive considered at its meeting on 7th December 2004. The report to the Executive was circulated to all members of this Committee on 30th December 2004 for information. The decision of the Executive is set out below:-

REVIEW OF DEVELOPMENT CONTROL
It was agreed that the recommendations of the Environment and Leisure Overview and Scrutiny Committee be accepted in principle and be taken into account by the officers in drawing up proposals for improving the service.’

Annexe 1
is the related report which the Executive considered at the same meeting on 'The Planning Service - Options for Future Service Delivery', which was informed by this Committee's review. The Executive's decision in regard to this report is set out below:-
'20.
THE PLANNING SERVICE - OPTIONS FOR FUTURE SERVICE DELIVERY
It was agreed to RECOMMEND to the COUNCIL that:-
1. the current position be noted and that the Planning Service options be considered as part of the Council budget setting process;
2. the Senior Officer Post of Policy and Projects be deleted and replaced with a career grade planning post;
3. the Policy Planning Technician post be changed to a career grade planning post with no implications for the budget;
4. the Planning Enquiry Team receives continuing support by prioritising £65,000 Planning Delivery Grant for new contracts for the Senior Enquiry Officer and Enquiry Officer;
5. the policy be changed and in future a charge be made in respect of lawful development certificates;
6. the use of the remainder of the base PDG of £30,000 towards the cost of a Principal Enforcement Officer be endorsed;
7. the list of future improvements in Annexe 1 of the report be noted as desirable and that these should be considered against further planning delivery grant in 2005/06; and
8. the formalising of PD enquiries through Lawful Development Certificates once Waverley launches its self-help PD Enquiry system be agreed.'
The Council approved the above recommendations at its meeting on 14th December 2004.
Recommendation
That the report be received and any observations be passed to the Executive.
