Introduction

1. Each year, the Council reviews its three-year Capital Programme and in particular agrees the provisions to be included within the Budget for the year ahead. The overall parameters for the Capital Programme are set out within the Council’s Financial Strategy.


Draft 2005/2006 Capital Programme

2. The draft HRA Capital Programme continues to target significant resources on meeting the Government’s decent homes standard. The draft Programme also contains provision to meet the Authority’s statutory health and safety obligations and proposes other expenditure that will help provide improvements in other service areas to tenants (communal aerials, garages, homeless hostels).


3. The high level of Council House sales in 2003/04 produced a good level of resources to help fund a substantial programme in the next two financial years but the availability of new resources will progressively become seriously curtailed by the capital receipts pooling regime introduced from 1st April 2004. 4. The Community Overview and Scrutiny Committee gave initial consideration to the draft programme at its meeting of 9th November. The Committee had no specific observations at this stage. Recommendation

It is recommended that the Executive gives initial consideration to the draft HRA capital programme having regard to the need for the Council to make progress toward meeting the decent homes target, proposes any changes that are thought appropriate and gives further consideration to the resultant draft capital programme in January 2005.
