Summary and Purpose:

The purpose of this report is to remind members of the terms of reference of the review of Meals on Wheels and provide a list of the speakers who will be attending the meeting to give evidence as part of the information gathering process.

Environmental implications

There are none arising from the recommendations in this report.

Social / community implications:

The Meals on Wheels service supports elderly and vulnerable people in maintaining their independence within their own home/tenancy.

E-Government implications:

The review will consider how E-Government initiatives are or could contribute to the meals on wheels service.

Resource and legal implications:

There are no direct resource and legal implications associated with this report other than the officer time involved in the review which can be contained within approved budgets.

The review process

1. The Committee as part of its information gathering process will be hearing a range of evidence from invited witnesses from the Womens Royal Voluntary Service (WRVS), Surrey County Council, two neighbouring authorities and from the Executive Portfolio Holder, John Robini. A running order of those invited to address the Committee is attached as an Annexe to this report. Each individual will be allocated up to fifteen minutes to present their evidence after which members of the Committee may ask questions.

2. The prime purpose of the above process is to enable the Committee to gather evidence from the experiences of other organisations involved in the provision of a Meals on Wheels service in an open and public forum. The Committee will not be expected to reach its conclusions on the review at this meeting but a report summarising the evidence will be prepared and presented to a future meeting of the Committee.

3. At the last meeting of the Committee, a Meals on Wheels Sub-Committee was established with the aim of gathering further information to assist the review process. This will be meeting in due course and its findings will be reported on to the full committee. The Sub-Committee consists of the following four members, Mrs P Ellis, Mrs M E Foryszewski, Mrs J R Keen and Mrs A E Mansell. The Sub-Committee’s terms of reference was agreed as follows:-
