COUNCIL MEETING - TUESDAY 11TH DECEMBER 2007

A Meeting of the WAVERLEY BOROUGH COUNCIL will be held in the COUNCIL CHAMBER, COUNCIL OFFICES, THE BURYS, GODALMING on TUESDAY, 11TH DECEMBER 2007 at *7.00 p.m. and you are hereby summoned to attend such meeting.

The Agenda for the Meeting is set out below.

Prior to the commencement of the Meeting, prayers will be led by Reverend John Bundock of Holy Trinity Church in Bramley.

To confirm the Minutes of the Meetings of the Council held on 16th October 2007 (herewith).

2. APOLOGIES FOR ABSENCE

The Mayor to report apologies for absence.

3. DISCLOSURE OF INTERESTS

To receive from Members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

5. QUESTIONS FROM MEMBERS OF THE PUBLIC

To answer the following questions received from members of the public in accordance with Procedure Rule 10:-

i. from Mrs A Cooper of Farnham

“The Farnham Theatre Association have just received a professional and independent analysis of the results of their survey conducted in August of Farnham town centre traders. This concerns the likely effects on trade from new entertainment facilities in the East Street scheme. In the light of the advice given by the South East Tourist Board, in the ANCER SPA report, as published in the Executive Papers of 6 February this year, that Waverley will need to prioritise and improve tourism provision, would the Council give this survey and its results early serious consideration?”

ii. from Mr D Cooper of Farnham

“Will the Leader of the Council please state whether or not members of the Council have been advised, either orally or in writing, that they should not seriously address or consider arguments against the Council's policies on any particular issue, for example - the lack of non-commercial community facilities in the current East Street Masterplan - and how can they scrutinise and question the pros and cons of such matters without the opportunity to debate these in public before the planning process has begun?”

(a) To receive the minutes of the meetings of the Executive held on:-

(i) 6th November 2007 (herewith - coloured grey);

(ii) 4th December 2007 (to follow);

(iii) Special Meeting - 10th December 2007 (if necessary) (to be tabled);

(b) To receive the minutes of the meeting of the Standards Committee held on 5th November 2007 (herewith - coloured buff);

(c) To receive the minutes of the meetings of the Joint Planning Management Committee held on:-

(i) 14th November 2007 (herewith - coloured yellow); and

(ii) 28th November 2007 (herewith - coloured yellow);

(d) To receive the minutes of the meeting of the Licensing and Regulatory Committee held on 20th November 2007 (herewith - coloured aqua); and

(e) To receive the minutes of the meeting of the Audit Committee held on 27th November 2007 (herewith - coloured lavender).

9. LOCAL GOVERNMENT AND HOUSING ACT 1989
LOCAL GOVERNMENT (COMMITTEES AND POLITICAL GROUPS) REGULATIONS 1990

(a) Appointment of Joint Planning Committee and Area Planning Committees

It is necessary at this meeting to appoint the memberships of the Joint Planning Committee and Area Planning Committees, details of which are at Appendix A.

(b) Council also needs to agree to change the membership of the Environment and Leisure Overview and Scrutiny Committee with Cllr I E Sampson replacing Cllr S J O’Grady.
