Quality of life implications
– social, environmental & economic (sustainable development):
The ODPM Sustainable Communities Plan sets the scene for National Housing, Finance and Policy. The Regional Strategy 2002-2005 outlines the issues of funding priorities and sustainability in the South East Region.

There are none.
Resource and legal implications
:
The Government’s Comprehensive Spending Review is due to report in July 2004 and will detail funding for the Greater South East Region comprising the East, London and the South East for 2006-2009.

Background
1. The South East Regional Housing Board has issued this Green Paper to inform and detail the next strategy to be submitted to Ministers for 2006-2009. The Regional Housing Board is inviting comments by 11th June 2004. In the meantime, the Regional Housing Strategy 2004-2006 will apply in terms of guiding funding priorities.
Introduction
2. At this stage the Green Paper is presented
for information
to the Executive (
Annexe 1
). It is proposed to send this to the Community Overview and Scrutiny Committee for its comments prior to consideration of the Council’s response to the South East Regional Housing Board.
3. The recently reported Barker review will no doubt influence the Government’s Comprehensive Spending Review for 2006-2009 which is due to report in July 2004.
Recommendation
It is recommended that the Executive notes the Green Paper and invites the Community Overview and Scrutiny Committee to comment on the key issues prior to further consideration by the Executive.
