The grant of 20,000 awarded to the Hambledon Cricket Green Trust is budgeted for within the Matched-Funding Provision allocation for 2003/04.

Background

1. As part of the Matched-Funding Provision bidding round for 2003/04, the Hambledon Cricket Green Trust and the Hambledon Cricket Club applied for 50,000 (40,000 in 2003/04 and 10,000 in 2004/05) for the construction of a new sports pavilion.

2. At the time of the application, the total costs of the project were 179,300 with partnership funding being sought from the Foundation for Sports and the Arts (70,000), Hambledon Parish Council (2,000), Hambledon Cricket Club (30,000), other grants (12,300) local donations (5,000) and a loan request for 10,000 from Surrey County Playing Fields Association. Waverley’s 20,000 grant offer provided an 89% leverage towards the total costs.

3. The existing pavilion was constructed in the early 1950’s and has no changing rooms suitable for women and girls or for people with disabilities. The building is inadequate, run-down and needs replacing to both sustain and enhance current leisure facilities.

4. The proposed new pavilion included a brick built construction with two changing rooms with attached showers and drying area, toilet facilities including access for disabled people, a club room, a veranda, kitchen and store room for equipment.

Project Changes

5. The trust were unsuccessful with their funding application for 70,000 from the Foundation for Sport and the Arts.

6. As a result the Trust have had to reduce the specification of the building to a smaller wooden construction. The total cost of the scheme is now 70,000 including VAT (plus costs of 4,000 towards architects’ fees already funded by Hambledon Cricket Green Trust). Building regulations and amendments to the original planning permission are due to be submitted by the end of January/early February.

7. The Trust have been successful in raising 25,000 towards the project through fundraising activities, the Parish Council, donations and sponsorship, with a further 5,000 provided through loan notes from local residents. A 20,000 loan from the Surrey County Playing Fields Association has been offered. The Trust are able to proceed with installing the new pavilion during this year (2004) if Waverley’s original Matched-Funding grant offer of 20,000 (28% of new costs) can be approved for the amended scheme. This would still provide a 72% leverage on Waverley’s contribution.

8. The original application scored relatively high as the Trust and Cricket Club had consulted widely throughout the village in addition to its own club members, on the need for a new pavilion. The Trust has produced a detailed business plan and Sports Development Plan, which is supported by Waverley’s Sports and Recreation Manager. The new facility will ensure that cricket and other sports will be sustained and enhanced in Hambledon, meeting Waverley’s objectives of ensuring access to facilities in rural areas.

Recommendation

It is recommended that the existing Matched-Funding grant offer of 20,000 in 2003/04 for the Hambledon Cricket Pavilion be maintained at this grant offer, towards the amended total project costs of 70,000.
