REPORT OF THE EAST STREET SIG - 31ST JULY AND 16TH AUGUST 2007

A. APOLOGIES FOR ABSENCE

For the meeting on 31st July, apologies for absence were received from Cllrs Mrs C Cockburn, Ms D Le Gal and A Thorp. On 16th August, apologies were received from Cllr Ms D Le Gal. Cllr A Thorp was not present but participated in part of the meeting through a conference call.

B. DISCLOSURE OF INTERESTS

On 31st July, Cllr R J Steel declared a personal interest as the ward councillor for East Street.

C. TERMS OF REFERENCE

The SIG noted its Terms of Reference.

D. UPDATE

D.1 The Leader and Chief Executive updated the SIG on the outcome of further discussions with Crest Nicholson (CNS). Whilst negotiations were continuing, things had moved on quite significantly and a press release was about to be issued the same afternoon (31st July).

D.2 The Leader reported that a modified scheme had been negotiated to try and meet the issues raised by Farnham people and that CNS had taken a constructive approach to revising plans in response to the Council’s comments. There was still further discussion to take place over detail, including finances and once these details are finalised, consultation would be taking place with Farnham people.

D.3 The highlights of the revised proposals were identified as follows:-

Considerable reduction in the number of homes to 230 from 294, whilst maintaining 30% subsidised affordable homes
Elimination of the underground car park and eight-screen cinema
Main residential buildings to be reduced from four storeys to three, including a reduction in height of part of the combined commercial and residential building, helping to reduce concerns over bulk and massing
Reduction of retail and restaurant areas
Inclusion of a smaller cinema with a reduced number of screens, plus undercroft parking
Brand new premises for the Brightwells Gostrey Centre.

D.4 The Leader also informed the SIG that the smaller scheme could be built in a single phase, and the total redevelopment could be completed in an estimated 30 months - an improvement on the originally projected four years for the existing scheme. Coupled with the elimination of the underground car park, disruption caused by construction traffic would be reduced.

D.5 The SIG agreed to meet informally to discuss concerns about design with representatives of CNS. It would also meet in September to review the financial implications of the modified scheme and report again to the Executive.
