Background

1. The document contains 38 questions, including 49 options for changes to grant formulae covering all the main local authority services. Many of the services do not directly affect Waverley Borough Council, although in recent years the Council has seen apparently irrelevant changes to other services affecting Waverley’s grant. The main changes are:

2. Education
3. New Grant System

4. Three Year Settlements

5. Social Services

6. Environmental, Protective and Cultural Services (EPCS)

a) Concessionary Fares

b) Waste

c) Flood Defence

7. Fixed Cost Grant

8. Capital Financing

9. Area Cost Adjustment (ACA)

10. Additional Resource Equalisation

Conclusion

11. The main changes to areas that could potentially affect Waverley’s grant are identified above. The Director of Finance’s response to the consultation is included at Annexe 1. If Members have any further comments, these will be forwarded to the ODPM to supplement this response.

Recommendation

That the Executive notes the proposed changes in Formula Grant and the submission to the ODPM.
