Conducting a review of Development Control will not of itself have any implications for the quality of life issues set out above. However, any outcomes of the review should have a positive impact across all or most of the quality of life indicators.

E-Government implications:

The recommendations contained in the final report, attached as an Annexe, include e-planning initiatives.

Resource and Legal implications:

The financial implications of the recommendations suggested are for the Executive to consider.

Introduction and Background

1. The Environment and Leisure Overview and Scrutiny Committee, in May 2004, agreed to undertake an in-depth review of Development Control in Waverley as part of its work programme.
2. The context of the review was the Audit Commission’s report in April 2004, on its Comprehensive Performance Assessment (CPA) of the Council, which found that Development Control performance was poor and not improving. This judgement was based largely on performance as measured by the Best Value Performance Indicators (BVPIs) for planning. These indicators measure the speed with which planning applications are determined. The primary objective of the review of Development Control was to make recommendations to the Executive about ways to improve performance against the BVPIs.

3. To achieve this objective the following key questions were addressed by the review: What are the Council’s objectives in relation to planning?
How do high-performing Councils do it?
What do planning officers say is slowing things down?
What is Members’ perception of their role in the planning process?

4. The results and conclusions of the Environment and Leisure Overview and Scrutiny Committee’s review are contained in the Committee’s final report which is attached as an Annexe.

Recommendation

It is recommended that the Executive receives the attached final report of the review of Development Control and considers the recommendations made.
