Summary and Purpose

This report seeks agreement to the establishment of a Special Interest Group to consider the organisational design and service issues generally associated with the Planning Service.

Introduction

1. Members will now be aware of the significant organisational changes proposed to the Planning Service. These are generated by a recognition that the service needs to change and improve to meet current and future expectations made of it. Many of these are highlighted in the Best Value Review and the subsequent Interim Challenge. There will be an opportunity to respond formally to the Best Value Inspector’s Report in due course. However, the focus is now on getting on with the improvements and actions required to improve the service.

2. The change programme is significant in both its scope and depth and is likely to challenge many of the norms currently associated with the service. In order to assist the management of this process it is vital that members are engaged in the process. It is suggested that a Planning Services Special Interest Group (SIG) would be best suited to fulfil that role where discussion and argument can take place in an informal setting.

3. The immediate role of the SIG would be to shadow the organisational change process and feedback comments, concerns and suggestions about the principles of these changes and act as a focus for other member views. Formal Committee reports will need to go to Environment Overview and Scrutiny and the Executive Committee in due course to seek observations and decisions on the proposed establishment.

4. A longer term role would be to act as a sounding board for Managers working through service issues such as service objectives and standards, key initiatives and improvements, long term resource planning, response to customer feedback etc. These would be built into the Service Plan.

5. Membership of the SIG should strike the balance between workable and practical numbers and at the same time be inclusive of the wide member interest in the Planning Service. It is therefore considered important to have representatives of the various development Control Sub-Committees and Environment Overview and Scrutiny Committee. However, the critical point is that the SIG should work for Members and you are comfortable with it.

Resource implications

6. There are no direct resource implications other than already identified in the report.

Recommendation

It is recommended that a Planning Services Special Interest Group be established oversee and shadow the organisational changes currently the subject of a consultation process; and to consider other service issues as may be required in connection with the development of the Service Plan.
