Summary and Purpose

Background

1. Surrey County Council expressed a wish to use Montrose House in Farnham for a ‘youth drop-in centre’. The Executive agreed on 4th December 2001 to negotiations proceeding with Surrey County Council on the basis they were able to raise the necessary funding to operate the project.

2. Further discussion culminated in an agreement in the Council’s budget process that the rental sought by Waverley be 50,000 for a full year.

Planning Position

3. Initially, it was felt that the proposed use might constitute a fundamental change and require a formal planning application. However, it is now considered that, provided the predominant use is for offices for the provision of information services to the youth of the area, there would be no change of use.

Current position in negotiations

4. Detailed proposals of the exact nature of the services to be delivered and the partners involved have been requested and officers are awaiting further information from Surrey County Council.

5. Principal terms and conditions for a tenancy have been offered to the Estates Section at Surrey and their response is awaited at the time of writing this report.

Resource implications

6. The delay in settling terms with Surrey means the Council is losing 4,167 a month income. This will be reported in the Council's revenue budget monitoring report.


Report on latest position

7. The officers will report orally at the meeting on any final proposal received from Surrey.

"Opportunities for All" and Community Safety implications

8. The aim of the proposal is to provide a much needed service to all young people in Farnham and to develop a safer community in the town for all sections of the community.

Recommendation

The Executive is asked to endorse the actions taken by the officers in arranging a lease with Surrey County Council for a lease value of 50,000 per annum and to note the budget shortfall due to the delay in signing the lease.
