Summary and Purpose

Introduction

1. Each year, the Council reviews its three-year Capital Programme and in particular agrees the provisions to be included within the Budget for the year ahead. The overall parameters for the Capital Programme are set out within the Council’s Financial Strategy. Initial proposals for 2002/2003 are shown at Annexe 1 for consideration by Members. These will be subject to consideration by the Executive on 4th December and Special Council on 13th December and final confirmation by Council on 13th February 2002.

Revised 2001/2002 Capital Programme

2. The Revised 2001/2002 Capital Programme includes slippage from 2000/2001, updated scheme costs, any recent approvals and allowance for slippage to 2002/2003, where appropriate.

3. It will be noted that a provision has been included within the Revised 2001/2002 Programme representing the commencement of a three-year programme of Risk Management to identify and take action regarding potentially dangerous trees. This will be subject to approval by the Executive who will shortly be receiving a report on this matter.

Partnership Projects

4. Recently, the Council has been informed that several further applications for external funding of specific schemes have been successful. This represents an example of the use of partnership funding to progress service objectives at no additional cost to Waverley. The following schemes have been included within the Revised Capital Programme for 2001/2002 in accordance with the report approved by the Executive on 16th October 2001.
Draft 2002/2003 Capital Programme

5. The draft 2002/2003 Capital Programme is based on the three-year Capital Programme as agreed within the existing Financial Strategy. It also includes any slippage from 2001/2002 where this seems likely to occur. Further schemes, which are additional to the existing three-year capital programme but in accordance with Waverley’s Capital Strategy, have been included with the draft programme and are identified as variations.

6. Initial proposals for the 2002/2003 Capital Programme are in the region of 750,000 in excess of the resources currently allocated within the Financial Strategy. Although there is some scope for additional resources to become available, there will clearly be a need for selection of priority schemes to be programmed in 2002/2003. Therefore, the Committee is requested to indicate any relative priorities it would wish to see attached to specific schemes.

Three-Year Capital Programme

7. The new three-year Capital Programme will include the year 2004/2005 and, where appropriate, existing schemes have been projected forward to 31st March 2004, with any new schemes for future years shown as variations.

8. The existing three-year programme includes an overall annual provision of 300,000 for Matched-Funding schemes. The continuation of the annual provision at this level will be subject to adequate resources being available.

Recommendation

It is recommended that the Committee inform the Executive of its view on the draft Capital Programme for the services within its remit, including any relative priorities it would wish to see attached to specific schemes.
