AGENDA

1. MINUTES

To confirm the Minutes of the meeting held on 18th November 2003 (to be laid on the table half an hour before the meeting).

2. APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive apologies for absence and to report any substitutions.

3. DISCLOSURE OF INTERESTS

To receive from members, in relation to any items included on the agenda for this meeting, disclosure of any interests which are required to be disclosed by Section 94(1) of the Local Government Act 1972 and in accordance with the Waverley Code of Local Government Conduct.

4. QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public of which notice has been duly given in accordance with Procedure Rule 10.

5. BUDGET 2004/2005 AND FINANCIAL STRATEGY

PLEASE NOTE THAT THE DRAFT BUDGET BOOK, HEADED APPENDICES B AND C, HAS ALREADY BEEN CIRCULATED TO ALL MEMBERS OF THE COUNCIL WITH A COVERING LETTER DATED 23RD DECEMBER 2003. MEMBERS WERE REQUESTED TO RETAIN THIS DOCUMENT AS A WORKING COPY AND TO BRING IT WITH THEM TO THE SPECIAL MEETINGS OF THE OVERVIEW AND SCRUTINY COMMITTEES WHEN THE BUDGET IS BEING CONSIDERED.

5.1 Draft General Fund Revenue Estimates 2004/2005

This Committee is requested to comment on the draft General Fund Capital Programme (see Appendix B.1) and draft Revenue Estimates (Appendix B.2) for the services within its remit and to inform the Executive meeting on 3rd February of its views.

6. SPONSORED ORGANISATIONS SCHEME – APPLICATIONS FOR REVENUE FUNDING IN 2004/2005

The purpose of the report at Appendix A is to consider the applications from organisations that have applied to join the Sponsored Organisation Scheme, and to consider the funding requests for 2004/05 from organisations already admitted to the scheme. The report details the assessment of applications against the approved Sponsored Organisation Scheme criteria and provides recommendations for funding. The Committee is invited to pass on any observations to the Executive.

Recommendation

It is recommended that the Committee considers the Sponsored Organisation Scheme applications within its remit, as listed in the appropriate part of Annexe 4 to the report, and makes grant recommendations to assist the Executive in its consideration of all applications on 3rd February 2004.

7. EXCLUSION OF PRESS AND PUBLIC

To consider the following recommendation on the motion of the Chairman:

Recommendation

That pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item(s) on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item(s), there would be disclosure to them of exempt information (as defined by Section 1001 of the Act) or the description specified in the appropriate paragraph(s) of Part 1 of Schedule 12A to the Local Government Act 1972.

To consider any matters relating to aspects of any reports on this agenda which, it is felt, may need to be considered in exempt session
