Summary & Purpose
This report seeks approval for the grant of a lease of the land (shown hatched on the plan annexed) adjacent to the Milford and Villages Day Centre to use as ancillary car parking. The Day Centre will be responsible for obtaining all necessary statutory approvals for the land and for the construction of the car park.

Chapel Lane in Milford is a narrow road. Many of the houses are Victorian, with no room for parking within their curtilages. Many of the residents have to use the road for parking.

The present car park at the Day Centre is relatively small, containing 16 car parking spaces. The number of spaces can be insufficient at peak times leading to visitors to the Day Centre often parking on the road. This causes a number of problems: there is competition for spaces with the residents, the crowded streets are a danger to the children of the area and elderly visitors attending the Day Centre can be disadvantaged by the walk to the car. An enlarged car park will help to relieve the problems.

There will be an annual payment for the land. The lease will involve some officer time.

Background

1. Milford and Villages Day Centre is situated off a narrow residential road. The Centre provides day care for elderly and frail residents of the surrounding areas and helps to subsidise its costs by hiring out in the evening and at weekends.

2. The car park for the Day Centre has 16 car parking spaces. This is insufficient for the demand both during the day and in the evening. Visitors to the Day Centre will park in Chapel Lane when the car park is full. As many of the residents of Chapel Lane have to park in the street, there is competition for spaces which can cause friction. Chapel Lane is narrow and the level of parking could be considered a safety hazard.

Proposal

3. The proposed car parking area is on land which was retained on the sale of the adjoining Council properties. It is at present partly derelict and partly used as garden land. The Day Centre would be responsible for obtaining planning and other permissions and for laying out the car parking area, which it is hoped will take a further 18 cars. It is considered that by more than doubling the size of the Day Centre’s car park, the parking problems in Chapel Lane created by the Centre will largely disappear. Most of the residents surrounding the car park have expressed their support for the proposal.

Recommendation

It is recommended that a lease, on terms and conditions set out in the (Exempt) Annexe to the report, be granted to the Milford and Villages Day Centre of the land shown hatched on the plan annexed, other terms and conditions to be agreed by the Property and Development Manager.
