Summary and Purpose

Introduction

1. Surrey Heath Housing Association (Peerless Housing Group) has approached the Council with a proposal to acquire two of the completed three bedroom units at Tyndalls Place in Hindhead for affordable rent for key workers.

2. Waverley has already worked with Surrey Heath Housing Association to secure units for shared ownership at this location, some of which are specifically for key workers.

Housing Needs of Key Workers

3. Whilst a number of key workers wish to purchase their own homes, with salaries of less than 20,000, many of them are still unable to do this even using the shared ownership route. This is particularly true of people who require larger family size accommodation, where house prices are even more out of reach.

Rents for the properties

4. The rents for the properties would be 93.03 a week.

LA SHG requirement

5. The level of LA SHG required is 125,120 for the two properties.

Resource Implications

6. Whilst there is no provision within this year’s capital programme, a sum of 424,000 was included for a scheme at Upper Weybourne Lane in Farnham. The Council has recently been advised that this scheme will now be funded by the Government’s Challenge Fund and, therefore, this sum is now available for use on other schemes.

7. Members will recall that LA SHG is reimbursed to the Council by the Housing Corporation.

Nomination Rights

8. The Council will receive 100% nomination rights to the accommodation in the first instance and 75% thereafter.

Environmental and “Opportunities for All” implications

9. This proposal to provide two units of rented accommodation for key workers is in line with the Council’s Housing Strategy and consistent with the Council’s “Opportunities for All” Policy.

Recommendation

It is recommended that the Executive be commended as follows:-

1. the Council supports Surrey Heath Housing Association’s proposal to provide 2 three bedroom houses for key workers at Tyndalls Place in Hindhead;

2. a provision of 125,120 be identified from within the General Fund, LA SHG Capital Programme for 2002/2003;

3. the Council’s officers be authorised to expend the LA SHG in accordance with Housing Corporation procedures; and

4. the Council enters into a nomination agreement with Surrey Heath Housing Association.
