HOUSING REVENUE ACCOUNT AND LOCAL AUTHORITY SOCIAL
HOUSING GRANT CAPITAL PROGRAMMES FOR 2003/2004

Introduction

1. The Executive have considered the draft 2003/04 Housing Revenue Account (HRA) and Local Authority Social Housing Grant (LA SHG) Capital Programmes attached at Annexes 12 and 13 respectively

2. In considering the Programmes, it is necessary to draw attention to the Government proposals to pool housing capital receipts and fundamentally change the financial arrangements for LA SHG, probably from 1st April 2004. These changes, if applied, will dramatically affect future year’s housing programmes and will require the Council to reconsider the Programme for 2004/05.



Housing Revenue Account

3. Revisions have been made to the draft Programme since the Executive considered it at their meeting on 10th December 2002. The programme for disabled adaptations and the management of asbestos will now be fully funded by the Major Repairs Allowance (MRA). It is proposed that the capital resources released by this change will be combined with the sum previously allocated to external wall insulation to provide a more comprehensive energy efficiency programme.

4. As reported previously the phasing of the Kilnfields redevelopment scheme is now in accordance with the finalised layout for the scheme as presented by the Council’s principal advisor and approved by the Executive on 30th September. However, In view of the likely start date in January the latest figure for 2002/03 expenditure has been revised with a consequent knock-on effect to 2003/04. The gross cost of the scheme has not changed and is shown in the draft Capital Programme but Members will be aware that capital receipts arising specifically as a result of the redevelopment will help to fund the total cost.


Local Authority SHG Capital Programme

5. The draft LA SHG Programme has been revised since the Executive considered it at their December meeting. Three of the schemes in the earlier draft, that were proposed for start late in the current financial year, have now been lost. These have been replaced but the proposed replacement schemes are unlikely to start before 2003/04.

Observations of the Community Overview and Scrutiny Committee

6. There were no specific issues to which the Committee wished to draw the Executive’s attention and the draft Programmes were commended for approval.

7. The Executive accordingly

RECOMMENDS that

9. the 2003/04 HRA draft Capital Programme be approved; and

10. the 2003/04 LA SHG draft Capital Programme be approved.
